The Board of Water Commissioners, of the Manchester Water Works, invites sealed bids to furnish
a liquid filled, medium voltage transformer, as described herein. Bids will be accepted at the
Manchester Water Works office, located at 281 Lincoln Street, Manchester NH 03103, until 2:00
p.m. on Thursday, June 25, 2026. Any questions should be directed in writing to Tim Duval at
tduval@manchesternh.gov. The deadline for questions is June 18th, 2026.
The Board of Water Commissioners reserves the right to accept or reject any and all bids as well as to
waive any informalities.

GENERAL REQUIREMENTS AND CONDITIONS
Provisions
Award: The bid will be awarded on the basis of:
a. The character, integrity, reputation, judgment, experience, and efficiency of the
bidder as well as the bidder's ability, capacity, and skill to provide the service and
products required.
b. Delivery time, price, specifications, and product comparison.
c. Any and all bids shall be presented to the Board of Water Commissioners for
approval and award at the first regular meeting following the bid opening.
Price: The bid price(s) shall hold firm until the award of a contract. Contract prices shall hold
firm through December 31, 2026 and shall apply to any orders placed during this
period. All prices to be stated on a delivered basis.
Requirements: a. All proffered bids shall conform to the specifications issued herein. Bids failing to
meet the minimum requirements will be considered unacceptable.
b. A bid form is provided in the following specifications for the insertion of necessary
prices and information on the items as defined in the specification sheet(s). The bid
form and the Vendor Information Sheet shall be completed in full, including
delivery times, with any and all exceptions noted, and submitted to the Manchester
Water Works office, located at 281 Lincoln Street, Manchester NH 03103, no later than
2:00 P.M. on Thursday, June 25th, 2025. Only submit pages 6 and 7 (Bid Form and
Vendor Information Sheet).
c. Bidder must be able to provide equipment submittals for review by Owner within two
(2) weeks of contract award.
d. Bids shall be proffered on the forms furnished, submitted in sealed envelopes and
notated Liquid-Filled, Medium-Voltage Transformer Bid, Attn: Tim Duval.
e. The materials shall meet the Manchester Water Works' full approval before payment
is issued on any and all invoices.
f. Invoices shall be paid on the City pay day. All invoices shall be received no later
than the first Wednesday of the month in order to be paid on the third Wednesday of
the month.
g.The Manchester Water Works is exempt of Federal Excise Tax.
h.The Manchester Water Works is authorized to purchase products and equipment
under the State of New Hampshire's purchasing contracts, at the current bid prices.

i. Warranty, length and terms of warranty must accompany the bid proposal.
j. The Board of Water Commissioners reserves the right to accept or reject any and all
bids as well as to waive any informalities.
k. Any and all materials and/or equipment which does not meet the specifications shall
be replaced by the bidder at no cost to the Manchester Water Works.
l. All drinking water components shall meet NSF 61 as may be applicable.
Bid Withdrawal: Bids may be withdrawn prior to the closing time for receipt of bid proposals. A request
to withdraw a bid must be submitted in writing and signed by the bidder. Verbal
requests to withdraw a bid will not be accepted.
Modification: Bids may be modified by the bidder prior to the closing time for the receipt of bid
proposals. Modifications must be submitted in writing and signed by the bidder. Only
additions or subtractions to the bidder's original proposal must be stated. Bid prices
are not to be stated. No verbal modifications will be accepted and modifications will
not be accepted after the closing time.
Electronic: Communication: A bid proposal may be withdrawn or modified by electronic
communication provided such communication is received by the Manchester Water
Works prior to the closing time for receipt of bid proposals. Written confirmation signed
by the bidder must be mailed and postmarked prior to the closing time and received by
the Manchester Water Works within two (2) days from the closing time, otherwise no
consideration will be given to the electronic communication. Electronic
communications shall be addressed to tduval@manchesternh.gov.
NOTE: An electronic version of the summary of all bid prices will be posted on the City of Manchester's
website - www.manchesternh.gov/bids
All bidders are invited to attend the public opening of their bid. No bid results will be given over the
telephone.

LIQUID-FILLED, MEDIUM-VOLTAGE TRANSFORMERS
PART 1 - GENERAL
1.1 SUMMARY OF WORK
A. Provide one (1) medium voltage transformer rated as indicated within the following sections to
support additional facility power distribution requirements. Proposal shall also include all
additional services listed within the following sections, including but not limited to testing,
warranties, and operator training.
1.2 ACTION SUBMITTALS

B. Shop Drawings
1. Include plans and elevations showing major components and features.
a. Include a plan view and cross section of equipment base, showing clearances,
manufacturer's recommended workspace, and locations of penetrations for
grounding and conduits.
2. Include details of equipment assemblies and indicate dimensions, weights, loads, required
clearances, method of field assembly, components, and location and size of each field
connection.
3. Include single-line diagram.
1.3 INFORMATIONAL SUBMITTALS
A. Coordination Drawings for Outdoor Installations:
1. Utilities site plan, drawn to scale, showing heavy equipment or truck access paths for
maintenance and replacement.
B. Seismic Qualification Certificates: For transformer assembly, accessories, and components,
from manufacturer.
C. Product certificates.
D. Source quality-control reports.
E. Field quality-control reports.
F. Operation and maintenance data.

1.4 QUALITY ASSURANCE
A. Testing Agency Qualifications: Member company of NETA or an NRTL.
1. Testing Agency's Field Supervisor: Certified by NETA to supervise on-site testing.
1.5 WARRANTY
A. Manufacturer's Warranty: Manufacturer agrees to repair or replace components that fail in
materials or workmanship within specified warranty period.
1. Warranty Period: minimum of 12 months from date of installation. Note, transformer
shall be furnished to the Owner and installed under separate improvements project.
PART 2 - PRODUCTS
2.1 SYSTEM DESCRIPTION
A. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by
a qualified testing agency, and marked for intended location and application.
B. Comply with IEEE C2.
C. Comply with IEEE C57.12.00.
2.2 PERFORMANCE REQUIREMENTS
A. Seismic Performance: The transformers shall withstand the effects of earthquake motions
determined according to ASCE/SEI 7.
1. The term "withstand" means "the transformer will remain in place without separation of
any parts when subjected to the seismic forces specified and the transformer will be fully
operational after the seismic event."
2. Component Importance Factor: 1.0.
3. Component Amplification Factor: 2.5.
4. Component Response Modification Factor: 6.0.
B. Windings Material: Copper.
C. Surge Arresters: Comply with IEEE C62.11, Distribution Class; metal-oxide-varistor type,
connected in each phase of incoming circuit and ahead of any disconnecting device.
D. Winding Connections: The connection of windings and terminal markings shall comply with
IEEE C57.12.70.

1. Transformer kVA Rating Shall Be as Follows: The average winding temperature rise
above ambient temperature shall not exceed 65 deg C and 80 deg C hottest-spot
temperature rise at rated kVA when tested according to IEEE C57.12.90, using
combination of connections and taps that give the highest average winding temperature
rise.
F. Bushings shall comply with IEEE C57.19.01 requirements for impulse and low-frequency
insulation levels.
G. Tap Changer: External, for de-energized operation.
H. Mounting: An integral skid mounting frame, suitable to allow skidding or rolling of transformer
in any direction, and with provision for anchoring frame to pad.
I. Insulating Liquids:
1. Mineral Oil: ASTM D3487, Type II, and tested for compliance with ASTM D117.
J. Capacities and Characteristics:
1. Location: Outdoors.
2. Additional IEEE Standards: Comply with IEEE C57.12.10.
3. Altitude: 350 feet.
4. Connections:
a. Primary: Load Break Bushings.
b. Secondary: Open wire.
5. Transformer Ratings. Comply with IEEE C57.12.00 for cooling class.
a. Self-Cooled Rating, Class ONAN: 500 kVA.
b. Capacity: 500 KVA
c. Impedance: Not less than 5.75 percent.
d. Temperature Rise: 65 deg C.
e. Coils Connection:
1) High-Voltage Winding: Delta.
2) Low-Voltage Winding: Wye.
f. Voltage and BIL Ratings:
1) Nominal primary phase-to-phase voltage and BIL: 4160 V, 60 kV
2) Nominal secondary voltage and BIL: 480Y/277 V, 45 kV.
6. Outdoor Transformer Enclosure Finish: Factory-applied finish in manufacturer's standard
color, corrosion resistance complying with IEEE C57.12.28.

7. Indoor Transformer Enclosure Finish: Factory-applied finish in manufacturer's standard
gray over a rust-inhibiting primer on treated metal surface.
8. Special Corrosion-Resistant Enclosure Finish: Factory-applied, corrosion-resistant finish
in manufacturer's standard color that withstands 120 hours of exposure to salt-spray test
specified in ASTM B117 without loss of paint or release of adhesion of paint primer coat
to metal surface in excess of 1/16 inch (1.6 mm) from test mark. Scribed test mark and
test evaluation shall be according to ASTM D1654 with a rating of not less than 7
according to Table 1 (Procedure A). Cut edges or otherwise damaged surfaces of hot-dip
galvanized sheet steel, or mill-galvanized sheet steel shall be coated with a
manufacturer's standard zinc-rich paint.
9. Taps: Two 2-1/2-percent, full-capacity taps above, and two 2-1/2-percent, full-capacity
taps below rated voltage. Comply with IEEE C57.12.36 requirements.
10. Transformer Accessories:
a. Drain and filter connection.
b. Filling and top filter press connections.
c. Pressure-vacuum gauge.
d. Dial-type analog thermometer with alarm contacts.
e. Magnetic liquid level indicator with high and low alarm contacts.
f. Pressure-relief device set to operate at 10 psig, plus or minus 2 psig, and then
automatically reseal when pressure drops to 6 psig minimum. Device flow shall be
as recommended by manufacturer. With alarm contacts and a manual bleeder.
g. At least four stainless-steel ground connection pads.
h. Provisions for jacking, lifting, and towing.
i. Machine-engraved nameplate made of anodized aluminum or stainless steel.
j. Sudden pressure relay for remote alarm or trip when internal transformer pressure
rises at field-set rate. Provide with seal-in delay.
k. Primary bayonet and partial range current limiting fuses sized to transformer.
2.3 CONTROL NETWORK
A. Controllers: Support serial MS/TP and Ethernet IP communications, and able to communicate
directly via RS-485 serial networks and Ethernet 10Base-T networks as a native device.
2.4 WARNING LABELS AND SIGNS
A. Comply with requirements for labels and signs specified in Section 260553 "Identification for
Electrical Systems."
1. Warning signs shall be made of baked enamel.
2. Equipment Identification Labels: Engraved, laminated-acrylic or -melamine label.
2.5 SOURCE QUALITY CONTROL
A. Provide manufacturer's certificate verifying the transformer design tests comply with
IEEE C57.12.90.

B. Perform the following factory-certified routine tests:
1. Resistance.
2. Turns ratio, polarity, and phase relation.
3. Transformer no-load losses and excitation current at 100 percent of ratings.
4. Transformer impedance voltage and load loss.
5. Operation of all devices.
6. Control (auxiliary) and consumption losses.
7. Lightning impulse.
8. Low frequency.
9. Leak test.
PART 3 - EXECUTION
3.1 SIGNS AND LABELS
A. Install warning signs as required to comply with 29 CFR 1910.269.
3.2 FIELD QUALITY CONTROL
A. Perform the following tests and inspections :
1. General Field-Testing Requirements:
a. Comply with provisions of NFPA 70B, Ch. "Testing and Test Methods."
b. After installation but before primary is energized, verify that grounding system at
substation is tested at specified value or less.
3.3 DEMONSTRATION
A. Provide training for Owner's maintenance personnel to adjust, operate, and maintain systems.
