The Bay County Water Treatment Plant Facilities sustained considerable damage as a result of Hurricane Michael. The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to perform permanent repairs to the Water Treatment Plant (WTP) Sludge Pump Building located at 3400 Transmitter Road, Panama City, FL 32404 and the Williams Bayou Pump Station (WBPS) Electrical Building located at 6090 Highway 2321, Panama City, FL 32404. Work shall be performed in accordance with the Exhibit 2 Carollo Engineers, Inc. Technical Specifications and Exhibit 3 Carollo Engineers, Inc. Project Drawings.

A MANDATORY Pre-Bid Meeting will be held at 10:00 am (CDT) Friday, June 7, 2019 in the Bay County Purchasing Department Conference Room 840 W. 11th Street, Suite 2500, Panama City, FL 32401.

SEALED BIDS for ITB NO: 19-63 Water Treatment Plant Sludge Pump Building and Williams Bayou Pump Station Electrical Building Roof Replacement and Repair will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (CDT) Monday, June 24, 2019. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.

A Bid Bond, in the amount of 5% of the proposed base bid contract amount, shall accompany each bid. The successful bidder’s security will be retained until the contract has been signed and the bidder has furnished the required Public Construction Bond. The County reserves the right to retain the security of the next bidder until the selected bidder enters into contract or until 90 days after bid opening, whichever is shorter. All other bid security will be returned as soon as practicable.

Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Bidders shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) on Friday, June 7, 2019.

Contractors shall be Florida licensed General Contractor or Building Contractor. Sub-Contractors shall be Florida licensed in their trade.
Special Requirements:
The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 5. A third party consultant may be utilized to provide Construction Engineering and Inspection Services to ensure compliance with Federal Requirements.
