Benton Utilities, will receive sealed bids for the Water Treatment Plant Handrail Replacement project until 10:00 A.M local time on June 30, 2026 at 1827 Dale Avenue, Benton, AR 72015. Bids received after this time will not be accepted. Bids will be opened and publicly read aloud immediately after specified closing time. Meeting information will be posted to the QuestCDN online bid interface under Project Q&A. All interested parties are invited to attend.
The project includes replacement of damaged and deteriorating handrail, steel plating, and supporting steel frame.
Bids shall be on a lump sum basis.
Digital copies of the bid documents are available at http://www.mce.us.com for a fee of $22.00. These documents may be downloaded by selecting this project from the “Current Bids” link, and by entering Quest Project Number 10230140 on the “Browse Projects” page. Addendums to the bid package will be issued through the online MCE Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the MCE online plan room in order to be included in the Plan Holders List and submit a bid. Bidders must enter the addenda numbers in the Proposal to verify receipt.
Each Bid must be submitted on the prescribed form and accompanied by a certified check or bid bond executed on the prescribed form, payable to Benton Utilities in an amount not less than five percent (5%) of the amount bid.

The attention of the Bidder is directed to the applicable federal and state requirements and conditions of employment to be observed and minimum wage rates to be paid under this Contract.
Pursuant to Arkansas Code Annotated 22-9-203, The Benton Utilities encourages all qualified small, minority and women business enterprises to bid on and receive contracts for goods, services, and construction. Also, The Benton Utilities encourages all general contractors to subcontract portions of their contract to qualified small, minority, and women business enterprises.
The Owner reserves the right to waive irregularities and to reject bids and to postpone the award of the Contract for a period of time, which shall not exceed beyond 90 days from the bid opening date.
This publication was paid for by the Benton Utilities, and the cost of the publication is $401.92 per Arkansas Code 14-55-208 and related statutes.
