WTP FILTER MEDIA & NOZZLES REPLACEMENT

Separate sealed bids for the WTP FILTER MEDIA & NOZZLES REPLACEMENT will be received by the City of
Spring Hill, Tennessee at City Hall, 199 Town Center Parkway, Spring Hill, Tennessee 37174 until
Wednesday, February 25, 2026, at 2:00 P.M. local time, and then at said time publicly opened and read
aloud.
A non-mandatory pre-bid meeting will be held at City Hall, 199 Town Center Parkway, Spring Hill,
Tennessee 37174 on Wednesday, February 18, 2026, at 2:00 P.M. local time.
Project consists of the following: Purchase of filter mixed media and diffuser nozzles as specified,
removal of existing WTP filter mixed media and diffuser nozzles within the four filter basins and
replacement of each with newly purchased products, one filter basin at a time. The scope also includes
disposal of removed items and all incidental work necessary for a complete and operational project in
accordance with the plans and specifications.
The Instructions to Bidders, Form of Agreement, Drawings, Specifications, Forms of Bid Bond and
Performance and Payment Bonds, and other bidding instruments may be examined at Spring Hill City Hall

Electronic Copies of both plans and specifications may be obtained from THOMAS & HUTTON upon the NON-
REFUNDABLE payment of $75.00 per set. Bids will not be opened from Bidders who have not obtained the
contract documents form the engineer. Upon request by the bidder, paper copies of the plans may be
purchased for an additional $75.00 per set.
All Bidders must be licensed Contractors in the State of Tennessee in strict accordance with State
regulations. No bid will be opened unless the outside of the sealed envelope containing the bid
provides the following information: the name, license number, the date of the license's expiration,
and the classification of the contractors applying to the bid for the prime contract and for
electrical, plumbing, heating, ventilation, and air conditioning contracts (if applicable to the
project), except when the bid is in an amount less than twenty-five thousand dollars ($25,000). When
the bid is less than twenty-five thousand dollars ($25,000), the name of the contractor only may
appear on the outside of the envelope containing the bid, and upon opening the envelope, if such bid
is in excess of twenty-five thousand dollars ($25,000), the same shall automatically be disqualified.
Prime contractor bidders who are to perform the electrical, plumbing, heating, ventilation and air
conditioning (if applicable to the project) must be so designated upon the outside of the envelope.
Failure of any bidder to comply therewith shall void such bid and the envelope containing such bid
shall not be opened or considered. In the case of joint ventures bids, each party submitting the bid
must provide this information. All Bidders shall comply with the Contractors Licensing Act of 1976
and as amended (TCA Title 62). All bidders shall comply with the Tennessee Contractor’ License law
Section 62-6-119 (Bid documents - Required disclosure by bidders) when submitting bids.
All bidders shall adhere to Title VI of the Civil Rights Act enacted in 1964 which states that “No
person in the United States shall, on grounds of race, color, or national origin, be excluded from
participation in, be denied the benefits of, or subjected to discrimination under any program or
activity receiving federal financial assistance”, State of Tennessee funding, and/or funded by the
City of Spring Hill.
All bids must be made out on the Bid Form bound in the contract documents, and the Bid Form should
not be detached from the contract documents. Bids will not be opened from Bidders who have not
obtained the contract documents from the Engineer. With the bid, each Bidder must deposit security in
the amount of five percent (5%) of the amount of the bid, subject to the conditions stated in the
Instructions to Bidders. A Performance Bond and a Payment Bond, each in the amount of one hundred
percent (100%) of the contract amount will be required for the successful Bidder. No Bidder may
withdraw his bid within ninety (90) days after the actual date of the opening.
The City reserves the right to reject any or all bids regarding this contract, to waive irregularities
and/or informalities in any bids, and to make an award in any manner, consistent with law, deemed in
the best interest of the City.
