NOTICE TO BIDDERS
Sealed proposals addressed to the Mayor and City Council of Cumberland, Maryland will be received at the Office of the City Clerk, City Hall, until but not after 2:00 p.m., local time, on 7/26/2023. Proposals will be publicly opened and read at 2:30 p.m. on that date in City Hall Council Chambers. All proposals must be submitted in duplicate in a sealed envelope, plainly marked on the outside thereof,
WATER TANK MAINTENANCE SERVICE CONTRACT
CITY PROJECT NO. 2023-03-WTR
This project includes:
The submission of a proposal to maintain the City’s seven (7) elevated water storage tanks in the City’s water distribution system. The proposer shall provide yearly inspections of all aspects of the tanks, provide maintenance for structural components, as well as perform emergency repairs. The proposer shall generate a proposed schedule for painting the interior and exterior of the six (6) over the next 10 years, based on need. Under the service contract, the tank exterior shall be painted every eight (8) years and the interior shall be painted every fifteen (15) years. Work related to telemetry and cathodic protection shall be excluded from this proposal, with the exception of temporary removal.
A "Mandatory PRE-PROPOSAL SESSION” for the purpose of answering or obtaining answers to questions of parties interested in performing the work, relative to construction details, will be conducted at 9:00 a.m. on 7/11/2023 at the Virtual Meeting Room.
A Proposal Guaranty (Bond or Certified Check) in the amount of at least 5% of the total first year service contract premium (“the bid”) shall be submitted with each proposal.
The successful bidder will be required to submit a Performance Bond and a Payment Bond, for all construction contracts in excess of $100,000, at the time the contract is executed.
The Mayor and City Council reserve the right to waive any technicalities and to reject any or all bids, and to accept any or all proposals which in their judgment is to the best interest of the City.
