In accordance with the provisions of the Municipal Code of the City of Redding, sealed
proposals must be submitted to the City Clerk's 3rd floor office located at City Hall, 777 Cypress
Avenue, Redding, California 96001 prior to 3:00 p.m. PT, Wednesday, April 1, 2026, for
furnishing the City of Redding a proposal for providing Water Storage Tank Repair and
Maintenance Services, per the scope of work and general conditions.
PROPOSALS RECEIVED AFTER THIS TIME AND DATE MAY NOT BE ACCEPTED
OR CONSIDERED.
Mandatory pre-proposal meeting and job walks are scheduled for March 10 & 11, 2026.
The said proposals will be opened at 3:00 p.m. PT, on Wednesday, April 1, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
The bidder shall provide the original (unbound), six (6) copies and a USB drive with a PDF
copy of the proposal. Electronic submission of proposals will not be allowed. One (1) set of the
Fee Proposal is to be submitted in a separate, sealed envelope. Proposal package may be
obtained from the City's website,
https://www.cityofredding.gov/government/departments/purchasing/bid_opportunities.php. The
City will award any resulting contract in a manner consistent with the City Purchasing Ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PT, on

I. INTRODUCTION
The City of Redding (City) is soliciting proposals from qualified firms to provide full-
service repairs and maintenance of the City's eleven (11) potable water storage
tanks/reservoirs (tanks) at various locations throughout the City's water service area for a
period of up to ten (10) years.
Interested firms are invited to submit proposals, in accordance with the requirements of this
request for proposals (RFP). The goal of this solicitation is to identify the most qualified
firm to provide the scope of services described herein to the highest possible standard and
for an acceptable price, comparable with typical industry pricing.
The City plans to contract with the selected firm (Consultant) for a customized full-service
repair and maintenance program under a fixed and spread-price contract to facilitate all the
repairs and maintenance associated with its potable water storage tanks for the term of the
Contract.
II. BACKGROUND
The City of Redding is located at the northwest end of Northern California's Central
Valley, approximately 160 miles north of Sacramento and 100 miles south of the Oregon
border. It has a population of just over 95,000, a land area of approximately 60 square miles,
and is one of three incorporated Cities located in Shasta County.
The City of Redding Water Utility provides water to most residents and businesses within
the City. The City's water system has grown steadily since it was originally incorporated
with the old California Water Service Company system in 1941 and it includes two water
treatment plants, approximately 565 miles of conveyance and distribution pipelines, 17
groundwater wells, ten pump stations, and eleven tanks providing a total of 32.7 million
gallons of storage.
The eleven tanks are located on nine sites throughout the City's water service area. There
are two tanks located at the City's Hill 900 and Enterprise tank sites. The City has
designated tag numbers for each tank site, so tanks that share the same site also share the
same tag number. General information for each of the City's water tanks is provided in the
following Table 1.

For more specific information about each of the tanks, refer to the provided tank schedule
and available record drawings. The tank information provided is believed to be accurate,
based on the information that the City has available. However, the Consultant shall be
responsible for gathering and confirming information during the mandatory pre-proposal
meeting, as described in this RFP, and no change orders will be provided based on
inconsistency in the information provided by the City.
The City has plans to construct an additional storage tank near the Redding Ranchettes tank
and an additional storage tank near the Hill 900 tanks with separate capital improvement
projects during this service contract period. However, it should be assumed that no repairs
or maintenance for these two proposed tanks will be required under this maintenance
contract.
The City has performed cleaning and interior inspection in each of its tanks on an
approximately five-year interval with the most recent cleaning and inspection effort
performed in the winter of 2021. There were no significant deficiencies noted or repaired on
the interior of the tanks during the 2021 cleaning and inspection. There are existing coating
failures and possible corrosion. See provided inspection reports for additional information.

tank locations is provided in the following Figure 1.

IV. MANDATORY PROJECT REVIEW
In order to prepare a responsive proposal, the Consultant shall carefully review this RFP
and all the documents provided for each tank, as well as attend a mandatory pre-proposal
meeting to physically review the existing condition of each tank.
The mandatory pre-proposal meeting will be held at 10:00 a.m. PST. on Tuesday,
March 10, 2026, at the Foothill Water Treatment Plant, located at 3099 Foothill Blvd in
Redding, followed by mandatory job walks, which will be conducted over a period of
two days. During the job walks, City staff and attendees will caravan to each tank site. City
Water Utility and Engineering Staff will conduct the various site visits and answer any
technical questions.
Attending teams shall measure and take samples of existing paints during the job walk and
perform third-party testing as needed to confirm the scope of work required. Interior
condition inspections will not be possible at this time and proposing firms shall rely on the
available reports to determine a proposed course of action to address the interior of each
tank.
Should any attendee wish to climb tanks during the pre-proposal meeting, they shall do so
at their own risk and shall provide and use their own fall protection and personal protective
equipment (PPE). Attendees may not climb the tanks without utilizing PPE and fall
protection equipment. The City will not be responsible for any injuries suffered as a result
of any attendees climbing tanks.

Proposers must attend the pre-proposal meeting in order to submit a proposal. In addition,
Proposer's are required to attend the job walks to acquaint themselves with any and all
conditions at the sites and to identify, assess, and inspect the tanks and appurtenances prior
to submitting a bid proposal. The Consultant, by their own investigation and research, shall
acquire reasonable knowledge of all conditions affecting the work to be done and labor and
material needed. The execution of the contract resulting from this RFP is to be based upon
the Consultant's investigation and research, and not upon any representation made by the
City or any of its officers, agents or employees, except as provided herein.
If a proposing firm fails to have a representative attend the mandatory pre-proposal meeting
and/or job walks, then the City will deem their proposal as non-responsive. Requests for
alternate days and times for tank site visits with City staff will not be accommodated.
V. MINIMUM CONSULTANT QUALIFICATIONS
The Project Team shall demonstrate experience in the successful completion of spread-cost
long-term water storage tank services contracts. In addition, the Consultant shall furnish
sufficient qualified, trained, and experienced personnel to fulfil the obligations required by
this RFP.
Firm Experience:
Proposals shall include the following, at a minimum, to demonstrate the firm's experience:
1. A list of at least five (5) long-term (greater than 5 years) water storage tank services
contracts that are active or completed within the last five years. Provide the scope of
work, contract amount and annual costs, year contract was entered, duration of the
contract, and owner contact information including email address and/or telephone
number for each service contract.
2. A selected list of tanks that are being/have been maintained over the past 10 years,
including tank size, original coating type, replacement coating type, and list of safety
upgrades and repairs made.
3. An example annual inspection report that represents what the firm intends to provide,
and that encompasses all aspects of an asset management program similar to the
scope of work and time duration included in this project.
4. A selected list of new tank installations to demonstrate full tank construction
abilities. List at least three (3) new tank installations of tanks equal to or greater than
2 MG over the past 10 years. Include tank size, construction type, scope of Firm's
services, and owner contact information including email address and/or telephone
number for each service contract.

Project Team:
The firm shall clearly outline its team's qualifications in its proposal. In order to be
considered qualified to perform the project, the Consultant's proposed team shall meet the
following minimum qualifications:
1. The Consultant shall possess a California Class "A" (General Engineering)
contractor's license.
2. The Consultant contractor to perform all coating work, shall possess a California
Class "C-33" (Painting and Decorating) contractor's license.
The C-33 firm shall be experienced with the application of the required coating
systems. The Consultant shall include in its proposal a letter or certification from the
coating manufacturer(s) attesting the firm's experience.
3. The Consultant shall have a current US ISO 9001:2015 certification for assurance that
it has put in place effective processes and trained staff to consistently deliver quality
services.
4. The Project Manager shall be a National Association of Corrosion Engineers (NACE)
Coating Inspector Program (CIP) Level III Senior Certified Coatings Inspector.
The Project Manager should be located within three (3) hours travel time to the City
of Redding.
The Project Manager should be a full-time employee of the Consultant (i.e. not a sub-
consultant or sub-contractor).
5. The Consultant's team shall include full-time California registered engineers. Provide
years with the firm and years of experience in the water tank industry.
6. The Consultant's proposed team shall include staff with Lead Competent Person
Training.
7. The consultant shall have in-house capabilities to provide and/or construct welded
tank appurtenances, including but not limited to welded plates, vents, overflows,
manways, handrail, roof hatches, level indicators, etc.
All welders shall be American Welding Society (AWS) certified for the materials,
process, code, and position of the welding effort performed.
8. The Consultant's onsite personnel shall possess and be prepared to exhibit proof of
current certification in the following areas of safety training:
o Cal/OSHA Fall Prevention/Protection;
o Confined Space Entry (including rescue procedures/equipment);

o Injury Illness Prevention Program; Heat Illness Prevention;
o Respiratory Protection Program; Hazard Communications; and
o First Aid / CPR
9. The Consultant shall have a cloud-based project management software program to
track and log project activities.
10. Diver Qualifications: If divers will be used for interior tank cleaning and/or
inspections, then the dive team shall consist of no less than a three-person team, with
two qualified divers and a Supervisor, all of whom shall be qualified divers under the
requirements listed herein.
All dive team members shall be qualified for commercial diving as documented by
training certification from one of the following sources:
o 2nd Class Navy Diver Training
o ANSI/ACDE Commercial Diver Certification (latest version)
o ADC Commercial Certification
All dive team members shall be qualified for potable water diving operations as
specified by AWWA C652-02.
Inspection divers shall be qualified to perform steel, concrete, and epoxy coating
inspections and shall have a minimum of three (3) years of experience inspecting
potable water storage structures.
Any dive team member entering a tank shall have completed a diver physical within
the previous 24 months.
All dive team members shall be U.S. citizens, with no felony criminal record, and
shall not be on any terrorist watch lists.
Documentation of the divers' qualifications and compliance with the requirements of
this section shall be included in the proposal.
11. Cathodic Protection: The cathodic protection design shall be prepared by a
professional who is NACE Association of Materials and Protection and Performance
(AMPP) certified with a minimum of five (5) years of experience designing and
installing cathodic protection systems on similar water storage tanks. The final
submittal packet must include plans and detail drawings, design calculations stamped
by a NACE AMPP Cathodic Protection Specialist (CP4), and material data sheets.
All members of the project team assigned to work at any City of Redding facility may be
required to pass a background check by the City of Redding Police Department, including

but not limited to a background and fingerprint based criminal offender record information
search pursuant to the California Code of Regulations, Title 11, Division 1, Chapter 7,
Article 1, subsections 703(d) and 707(b). Any employee failing this check will not be
allowed to work at City's facilities.
The City expressly reserves the right to personally visit and inspect the Consultant's
physical assets and operations. This inspection is intended to verify that the Consultant
possesses sufficient capabilities to perform steel repair, steel modifications, supply
appurtenances, and replace steel tanks or construct new steel tanks deemed necessary by
the City.
The attributes of the Consultant and the Consultant's parent company or subordinate
company (where applicable) shall be considered one in the same for the purposes of this
evaluation process so long as both entities operate from the same headquarters facility,
share management personnel, and cooperatively endeavor to provide the products and
services required by this RFP.
VI. SCOPE OF SERVICES
General
The Consultant shall provide a full-service maintenance program for the City's water
storage tanks that addresses all aspects of tank maintenance, including but not limited to
safety, sanitation, structural, coatings, and security conditions. The Consultant shall be
responsible for providing all planning, design, labor, supervision, supplies, materials, tools,
equipment, appurtenances, warrantees, insurance, fuel charges, tolls, and taxes necessary to
implement the program for the full term of the contract.
The requirements described herein are considered the minimum required to reasonably meet
the City of Redding's needs and the terms of the contract. Additional services required for
repair or maintenance of the tanks to bring them up to industry standards or codes which are
not noted herein should be included, clearly described, and enumerated by the Consultant in
its proposal. In addition, costs for supplying these added services shall be included and
clearly indicated in its cost proposal.
The selected firm and its team shall complete all tasks described herein. Final modifications
to the scope of work, including priority order of tank coating and repairs, will be negotiated
with the selected firm, if necessary, prior to executing a contract.
The scope of services to be provided by the Consultant shall, at a minimum, achieve the
listed tasks and goals identified herein.
