Overview
Summary

The City of Manhattan Beach (City) is requesting proposals from qualified firms to prepare a Comprehensive Water and Sewer Rate Study. The selected consultant shall develop a cost-of-service-based rate model that ensures the long-term financial sustainability of the City’s water and wastewater utilities while maintaining fairness, transparency, and compliance with all applicable laws.

All proposals must be received by the deadline noted. Late proposals will not be considered. Submission of a proposal indicates acceptance by the firm of the conditions contained in this RFP, unless clearly and specifically noted in the proposal and confirmed in the subsequent contract.

The City reserves the right to reject any or all proposals, waive irregularities, or cancel this solicitation if it is deemed in the City’s best interest. The City intends to negotiate a fixed-price contract with a “not-to-exceed” dollar amount based on the approved Scope of Work.

The City of Manhattan Beach (“City”) invites sealed proposals on the project described herein to be submitted via the City’s e-Procurement Portal, OpenGov. Proposals will be received until 3:00 pm on Tuesday, December 2, 2025 .

Background

The City of Manhattan Beach is located within the southwestern coastal portion of Los Angeles County in the “South Bay” region. The City covers 3.88 square miles and is bounded by El Segundo to the north, Hawthorne to the east, Redondo Beach and Hermosa Beach to the south, and the Pacific Ocean to the west.

The City provides potable water services through a combination of imported water supplied by the West Basin Municipal Water District (WBMWD), and groundwater supplies from the Water Replenishment District (WRD).


The City owns and operates two active groundwater wells (Wells 11A and 15) with an adjudicated pumping right of 1,131 acre-feet per year (AFY), as defined in the West Coast Basin Adjudication. In 2025, the City commissioned the Peck Reservoir Treatment Plant, which began treating groundwater for elevated manganese levels, enabling greater reliance on local water supplies.


The City’s water system includes approximately 140 miles of water pipelines, ranging from 6 inches to 45 inches in diameter, and is divided into two pressure zones—Main Zone and Hill Zone, served by the Peck Facility, Block 35 Facility, Larsson Booster Station, and Second Street Booster Station. The system provides a combined storage capacity of approximately 10.3 million gallons.


The wastewater collection system includes approximately 92 miles of pipelines (86 miles City-owned), primarily constructed of vitrified clay pipe with some ceramic-lined concrete pipe in the older beach areas. The system includes six lift stations and conveys flow to the Los Angeles County Sanitation District for treatment. The City maintains an ongoing capital improvement and rehabilitation program guided by its Wastewater Master Plan, Sewer System Management Plan (SSMP), and Capital Improvement Program (CIP).
