INTRODUCTION
The City of Wheaton is seeking proposals from qualified contractors to perform hydro excavation and
material identification for 250 water service lines. This project supports the City's ongoing compliance
with state and federal lead service line inventory requirements. The objective is to accurately identify
and document water service line material at two specific points: the City side and private side at the
curb valve (b-box). It is the intent of the City to hire a single-qualified contractor that can perform the
following services:
* Project Management and Scheduling
* Hydro Excavation (Potholing)
* Material Identification and Documentation
* Site Restoration
* Reporting and Data Management
CONTRACT TERM & EXTENSIONS
This Agreement shall become effective upon the latter of the date accepted and signed by the City
and the date accepted and signed by the Contractor and shall continue in full force and effect for
one (1) year. The City, at its option, may extend this Agreement (the "Option") for one (1)
additional one-year terms if the Service Provider agrees to honor the prices, and all terms,
conditions, and specifications of this Agreement. If the City exercises this Option, the extended
Agreement shall be considered to include this Option provision.
BACKGROUND
In accordance with the Illinois Lead Service Line Replacement and Notification Act (415 ILCS
5/17.12), the City of Wheaton is maintaining a comprehensive inventory of all water service
lines within its jurisdiction. To ensure the accuracy of this inventory, physical verification of
service line materials is required where records are incomplete or "unknown".
PROJECT GOALS
The City anticipates the following performance expectations:
* Identify the service material for 250 services during the 2026 calendar year. All work for
this project must be completed by December 31, 2026, unless extended by the City.
* Identify materials at both the City side and Private side of the b-box for each location.
* Maintain consistent productivity and professional communication with residents.
* Provide timely and accurate reporting of survey results to the City.

SCOPE OF SERVICES
The scope of services includes hydro excavating the parkway at the selected B-Box locations to
the top of all residential domestic water services lines to determine the type of pipe material.
Material type shall be classified as copper, lead, galvanized iron or steel. This work shall include
identifying the type of material at both the public and private side. Each water service located
shall be photographed and documented. All excavations will be a minimum of 18 inches on
either side of the center of the B-Box to ensure proper material identification on both the
public and private side are achieved. The City estimates the contractor will perform
approximately 250 hydro excavations located in the parkway adjacent to various residential
addresses.
The selected contractor shall be responsible for the following scope of work:
1. General Requirements
* Utility Coordination: The contractor shall arrange for J.U.L.I.E. markings at all project
sites prior to excavation.
* Resident Notification: Generate relevant construction notifications and coordinate with
impacted residents regarding scheduling.
* Standard of Work: All work must comply with applicable IEPA and federal guidance for
service line material identification.
2. Hydro Excavation and Identification
* Execution: Perform hydro excavation (potholing) to expose a minimum of 18 inches of
either side of the b-box to ensure material identification of the service line at the City
side and Private side of the b-box.
* Material Verification: Identify and record the material type (e.g., copper, lead,
galvanized, or plastic).
* Documentation: Take clear, date-stamped photographs of the exposed service line at
both the City side and Private side of the b-box for every location.
3. Site Restoration (Per Appendix A)
* Backfill: Potholes must be backfilled with CA-6 aggregate and compacted immediately
following material verification.
* Restoration: In grass areas, restoration shall consist of eight (8) inches of topsoil
covered with grass seed.

* Compliance: All work must adhere to the City of Wheaton Restoration Standards
(outlined in Appendix A) for street, asphalt, driveways, sidewalks, parkways, and curbs.
4. Deliverables and Reporting
* Weekly Reports: Submit survey results, including material types and photographic
evidence, to the City on a weekly basis.
* Final Data: Furnish a final report in Microsoft Excel format detailing all 250 service
identifications. Information shall include, at a minimum, location address, water service
material for both City side and Private side of the B-box, and service size for both City
side and Private side of the B-box.
QUOTE REQUIREMENTS
Proposals must include the following components:
* Company Qualifications: Description of relevant experience with hydro excavation and
lead service line identification.
* Staffing Plan: Proposed staffing levels and estimated daily production capacity.
* Pricing: A per-service rate for UTILITY POTHOLING, per-service rate for LANDSCAPE
RESTORATION, and a total project cost.
* Timeline: A proposed project schedule to complete all 250 identifications within the
2026 construction season.
* Licensing/Insurance: Proof of required professional licenses and insurance certificates
as outlined in the City's standard requirements.
COMPENSATION
EXCAVATING AND BACKFILLING OF POTHOLES will be paid for at the contract unit price of EACH
water service, which price shall include hydro excavating 2 potholes 18" of either side of the B-
box down to the service line, disposal of spoils and all costs in full for materials, labor,
equipment and all incidental work necessary to complete the work as specified.
RESTORATION will be paid for at the contract unit price of EACH water service. Price shall
include all costs in full for materials, labor, equipment and all incidental work necessary to
complete the work as specified. Direct costs will be charged at the actual rate incurred with no
markup.

ADDENDA
All questions, clarifications or revisions regarding this bid will be issued via a written addendum
and published on the City's website. Each Vendor shall acknowledge receipt of any addenda on
the Cost Proposal form. Each Vendor, by acknowledging receipt of any addenda, is responsible for
the content of the addenda and any changes to the bid. Failure to acknowledge issued addenda
may cause the bid submittal to be rejected.

Appendix A

SPECIAL PROVISION
FOR
SEEDING BEHIND CURB
Effective: 1/1/10
Revised: 1/28/25
Description. This work shall consist of the placement of topsoil and seed in the parkway areas in which
the area between the curb and gutter is 1 foot or less in width and as directed by the Engineer. The depth
of the area varies but shall not exceed 1 foot in depth.
General. The Contractor shall remove all rocks, concrete or other debris from behind the curb and
gutter prior to placement of topsoil.
The Contractor shall place topsoil in the gap between new concrete curb and gutter and the disturbed
parkway soil in areas where the gap is 1 foot or less. The topsoil shall be placed in a way that fills the gap
from the bottom of the excavation to the top of the curb.
The newly graded areas shall be fertilized and seeded with the mix as shown on the plans.
Erosion control blanket shall be placed on the installation of new topsoil and seed. This shall be included
in the cost of this item.
The Contractor shall apply water to all seeded areas until germination over 75% of the area has
occurred. The rate of application shall be determined by the Contractor to ensure adequate germination for
growth.
Method of Measurement. This work will be measured for payment in place as lineal feet.
Basis of Payment. This work will be paid for at the contract unit price per foot for SEEDING BEHIND
CURB which price shall include the removal and disposal of debris, preparation, topsoil placement, seed,
fertilizer nutrients, labor, and watering necessary to complete the work as specified.

SPECIAL PROVISION
FOR
REMOVAL AND DISPOSAL OF UNSUITABLE MATERIAL
Effective: 1/1/10
Description
This item shall consist of the removal and disposal of all unstable or unsuitable material found in the
subgrade exposed for replacement of existing pavement or curb and gutter at the locations determined by
the Engineer. The work shall be performed in accordance with the applicable section 202 of the Standard
Specifications.
Quantities listed in the engineer's estimate assume a 12-inch undercut is required to stabilize the
subgrade. Determination of unsuitable material shall be made by the ENGINEER during construction.
Planned quantities may vary depending on existing conditions.
Payment will not be made for subgrade removal where unsuitable soil condition is caused by the
Contractor's failure to adequately protect the excavation and soils or where the unsuitable soil removal
was performed without Engineer's approval.
Basis of Payment
This item shall be paid for at the contract unit price per cubic yard for removal and disposal of unsuitable
material, which price shall be considered full compensation for all labor, equipment, and materials
necessary for the removal and disposal of the existing pavement and any unsuitable material in the
subgrade when in the opinion of the Engineer removal is required, all as directed by the Engineer and
herein specified.
PAVEMENT REMOVAL, SPECIAL (D1)
Effective: January 13, 1989

This work consists of removing pavement at the locations shown on the plans in accordance with
the requirements specified herein.
The only type of pavement removal permitted will be by lifting slabs of pavement. The Contractor
shall saw cut the pavement full depth into slabs which can be lifted into trucks and shall be hauled
away from the job site and disposed of properly.
The outlining saw cut must be made prior to breaking any pavement in adjacent lanes which is
done by conventional methods.
Method of Measurement. This work will be measured for payment in square yards (square
meters) of pavement surface.
Basis of Payment. This work will be paid for at the contract unit price per square yard (square
meter) for PAVEMENT REMOVAL (SPECIAL).

Note 2. A stabilizing additive such as cellulose or mineral fiber shall be added to the SMA

approval and use of fibers, the Contractor shall submit a notarized certification by the
producer of these materials stating they meet these requirements. Reclaimed Asphalt
Shingles (RAS) may be used in Stone Matrix Asphalt (SMA) mixtures designed with an
SBA polymer modifier as a fiber additive if the mix design with RAS included meets
AASHTO T305 requirements. The RAS shall be from a certified source that produces
either Type I or Type 2. Material shall meet requirements noted herein and the actual
dosage rate will be determined by the Engineer.
Note 6. The asphalt binder shall be an SBS PG 76-28 when the SMA is used on a full-
depth asphalt pavement and SBS PG 76-22 when used as an overlay, except where
