REQUEST FOR PROPOSAL
WATER AND SANITARY SEWER ON-CALL EMERGENCY REPAIR SERVICES
CITY OF GAINESVILLE, GEORGIA
SEALED PROPOSALS for furnishing all materials and providing all labor, tools, and equipment to perform
the On-Call Emergency Repair Services Program will be received by the City/Owner at the Department of
Water Resources Engineering and Construction Services Division Office, 757 Queen City Parkway, 1st Floor,
Gainesville, GA 30501, until 2:00 p.m., local time, on Tuesday, April 21, 2026.
The Proposer may submit their Proposal by mail, or hand-deliver the Proposal to the above location at the
specified date and time. Upon receipt, the Proposal will be date/time stamped by City Personnel. Proposals
received after the deadline will not be considered and will be returned unopened to the sender. Unsealed
Proposals will not be considered.
The Proposer shall provide name and their Utility Contractor's license number on the cover page of the
proposal. Any Proposal submitted which does not contain the above information will not be considered. It is the
responsibility of the person/company submitting a Proposal to ensure that the Proposal is received at the
physical address of the Department of Water Resources Engineering and Construction Services Division Office
prior to the stated deadline.

THE PROJECT
The City of Gainesville is seeking two or three fully qualified and experienced Utility Contractors for a
minimum 1-year agreement, renewable annually to a maximum 3-year agreement for providing emergency on-
call services including, but not limited to, the following:
* Repairing water mains, sanitary sewers, and storm sewers
* Installing new and repairing existing fire hydrants
* Installing new and repairing sewer service laterals
* Abandoning existing water and sewer lines with flowable fill
* Installing new and repairing existing valves
* Replacing and installing manholes and other structures
* Additional work as necessary such as dewatering, bypass pumping, concrete placement, etc.
* Protection and restoration of the work area including erosion control
The total annual amount for the overall project will be $500,000.00. The scope and fee for each emergency on-
call project will vary based on the individual situation encountered and repair services provided, and there is
no guarantee any work will be awarded. The Owner also reserves the right to award emergency projects on an
as needed basis. The Contractor shall respond to all notices of all emergency repair services within a maximum
two-hour period.

REQUEST FOR PROPOSAL
THE WORK
Currently the City owns and operates approximately 1440 miles of water mains, 350 miles of sanitary sewers,
and 60 miles of storm sewers. The water distribution system covers an area of approximately 400 sq. miles
throughout the City of Gainesville and Hall County. The sanitary sewer system and storm sewer system are
contained within the City of Gainesville. Emergency services work can occur 24/7 including weekends and
holidays. City staff will expect contractors to appear on the project site within a two-hour period of being
notified and perform the work based on the Section 00 41 53 - Proposal Form as provided in this proposal. The
contractor is expected to supply sufficient manpower, materials and equipment to provide services within a
maximum two-hour period.
PREQUALIFICATION
Pre-qualification of Proposers is not required for this project. A Statement of Proposer's Qualifications shall be
submitted with the Proposal.
SERVICE AGREEMENT PERIOD
The initial term of the Service Agreement with the City shall be for one (1) year. The contract may be renewed
annually for additional one-year terms up to a maximum of two (2) renewals through calendar year 2029,
provided both parties agree to renewal and the terms and conditions remain the same, except as specifically
described below.
The City may renew or cancel the Service Agreement at the end of each one (1) year period by notifying the
Contractor in writing of its intention at least sixty (60) days before the end of the then current term. There will
be no penalties assessed for cancellation of this Service Agreement by the City. The Contractor may agree or not
agree to the renewal, but Contractor may not cancel the contract for any reason other than non-payment by the
City of Gainesville.
Unit prices of all proposal items may be adjusted at the beginning of contract years two (2) and three (3) based
upon the Consumer Price Index, after renewal by the City of Gainesville and acceptance by Contractor. The
adjusted unit prices for contract year three (3) will be based on contract year two (2) unit prices. Escalation of
prices will not be considered in the decision of the award of the contract. The manner of the calculation of the
price adjustment is described in Special Conditions below.
ESCALATION OF PRICES
All prices for bidding and tabulation of bids shall be in current 2026 dollars. No escalation of price will be
considered in the evaluation and award of the bid. Escalation of unit prices of all proposal items for contract
year two (2) and year three (3) will be considered and adjusted, positively or negatively, by the method
described in this section.
A. Source of Data
1) Escalation data shall be as published by the United States Department of Labor, Bureau of Labor
Statistics. The specific table shall be Series Id: CUURN300SA0, otherwise described as: Consumer
Price Index for All Urban Consumers (CPI-U), Not Seasonally Adjusted,
Area: All items in South - Size Class B/C
Index: December 1996=100
B. Definitions
1) CPI - Consumer Price Index as described in paragraph A(1) Source of Data above
2) CPI Period - Average Value as published in CPI-U database CUURN300SA0 for a period of 12
months including and after date of contract execution

3) CPI Initial - Value as published in CPI-U database CUURN300SA0 for the month and year prior to the
month contract is executed.
4) CPI Current - Value as published in the CPI-U database CUURN300SA0 for the month prior to
contract execution plus one calendar year.
5) Escalation Factor (Fe) - The mathematical value when multiplied by the pay item that results in an
adjusted value of said pay item.
C. Calculation of the Escalation Factor
1) The escalation factor (Fe) to be applied to the Unit Price of each bid item for contract year two (2) and
year three (3) shall be calculated from the equation below:

Example:
For a Contract signed March 2024, price adjustment considered for contract 2nd year beginning March
2025. These adjusted prices will be adjusted one more time for 3rd year renewal using the same CPI
method with the most updated data.
Given: Average CPI Period March 2024 to February 2025 = 193.401; CPI Initial March 2024 =
192.264; CPI Current March 2025 = 195.892
Fe = 1 + (195.892 - 192.264) = 1.019

D. Calculation of Price Adjustment
The Escalation factor shall be multiplied by the Unit price entered by the bidder on the bid tabulation. The
product shall be the escalated unit price for the item. Values shall be rounded to the nearest cent. Calculation
of adjusted unit prices shall be done once, pursuant to section F below. Adjustment will apply to all unit
prices submitted on the bid tabulation sheet for the renewal contract year.

E. Ceiling and Floor Values of Escalation Factor
The maximum value of the Escalation Factor shall be 1.050. The minimum value of the Escalation Factor
shall be 0.90.
F. Time of Calculation of Adjusted Prices (Escalated Prices)
At the beginning of contract year two (2), using original bid prices, the Owner will obtain the information
published by the United States Department of Labor, Bureau of Labor Statistics and calculate the Escalated
Prices for each bid item in the manner described above. At the beginning of contract year three (3), using
year two (2) escalated prices, the Owner will calculate the Escalated Prices for each bid item as described
above. Owner will forward this information to the Contractor with the agreement for year two and three.
Contractor will review the calculations and prices and compare their calculations of same. Owner and
Contractor will work in good faith to resolve any discrepancies.

REQUEST FOR PROPOSAL
PROPOSAL SPECIFICATIONS
Proposer's response to this proposal shall include information on all of the following items. Additionally, each
prospective company may submit such other information as deemed appropriate for the proper evaluation of his
or her proposal.
The proposal shall include:
1. Completed City of Gainesville 'Vendor Application' (attached).
2. Name, address, and telephone number of Applicant's corporate headquarters, relevant regional office(s), and
subsidiaries, if any.
3. A list of municipal water, sewer or storm projects currently under contract, including: Name of the
Municipality, Project Description, Name of Municipal Project Manager and Direct Contact
Information Including Email and Telephone Number.
4. Details of the Proposer's Safety Policy, including but not limited to: workers protection, confined space, fall
protection and general safety procedures.
5. Statement that Proposer has operated under current corporate name for the last five years.
6. Details of insurance agent contact persons, telephone numbers and emails.
7. Statement that Proposer has never failed to complete a project or an explanation of why, if this is not the case.
8. Detailed insurance certificate listing City of Gainesville as certificate holder including coverage as listed in
Section 00 73 16 of this proposal. Insurance carrier must have an AM Best rating of A- or better. A copy of
the insurance certificate must be attached to this RFP for consideration.
9. A listing of any litigation within the last five (5) years including the system name, contact information,
and a brief explanation of the litigation. Statement that Proposer has not been responsible for paying
liquidated damages in the past five years or served an owner with a claim for additional compensation
prepared by an attorney or a claims consultant, excluding routine change order requests or an explanation of
why, if this is not the case.
10. List of Proposer's major equipment to perform the work.
SPECIFICATIONS FOR THE WORK
The City of Gainesville Standard Specifications for Water Mains, Sanitary Sewers, and Storm Sewers, latest
edition, shall be strictly adhered to in regard to any and all work tasks performed under the On-Call Repair
Services Program.

PRE-PROPOSAL CONFERENCE
A mandatory Pre-Proposal conference will be held for all prospective Proposers on Thursday, April 9, 2026 at
2:00 p.m. local time, at the Department of Water Resources 3rd Floor Conference Room, 757 Queen City
Parkway, Gainesville, GA 30501.
AWARD METHOD
The Proposal shall be evaluated as described in "Proposal Evaluation and Contractor Selection" using the
following criteria:
* Proposal Form Prices 35%
* Experience on City Projects 25%

* Experience on Non-City Projects 20%
* Professional Qualifications/Equipment 15%
* Responsiveness to RFP 5%
If a Contract is awarded, it will be awarded to the most responsive and responsible Proposers whose Proposal
conforms to the RFP and will be the most advantageous to the Owner as set forth in the evaluation criteria.
THE OWNER reserves the right to reject any or all Proposals, to waive informalities and to re-advertise. All
items must meet or exceed specifications as stated by the City of Gainesville. The City of Gainesville reserves
the right to waive any technicalities and to reject or accept any Proposal in its entirety or to accept any portion
thereof if it is determined that either method results in lower costs, better service, final satisfaction or is
otherwise determined to be in the best interest of the City of Gainesville. The Contract may be awarded by item
number or in total. Determination of the best Proposal will be the sole judgement of the City of Gainesville.
Proposal terms shall remain valid for one hundred and twenty (120) days from the date of the Proposal opening.
CLARIFICATIONS
Any explanation desired by a Proposer regarding the meaning or interpretation of this Request for Proposal
(RFP) shall be requested in writing by 5:00 p.m., local time, on Tuesday, April 14, 2026. All inquiries shall be
directed to Alejandro Chacon by email: AChacon@gainesvillega.gov. Any information given to a prospective
Proposer concerning this RFP shall be furnished to all known prospective Proposers as an amendment to this
RFP. Oral explanations or instructions given prior to award are not binding.
ACKNOWLEDGEMENT OF AMENDMENTS
Receipt of any amendment to this RFP shall be acknowledged, in writing, and shall be submitted with the
Proposal.
RFP NOT AN ORDER
This Request for Proposal is not to be considered as an order by the City of Gainesville. Upon acceptance of a
proposal, the City will issue a purchase order to the successful Proposer. The successful Proposer must comply
with all conditions as provided with the original Purchase Order. Award is strictly contingent upon the
appropriation of necessary funds.
UNIT PRICES
The Proposal is a Unit Price Proposal. The unit prices submitted for individual items shall be considered for
award of the contract.

LOCAL VENDOR PREFERENCE
Local Vendor means a bidder or offeror which operates and maintains a brick-and-mortar business, i.e. a
physical business address, within the city limits of the City of Gainesville, has a current business license, has
paid in full all real and personal taxes owed the City, is considered a vendor in good standing with the City, and
can obtain an active vendor status. In accordance with City Code 2-4-29, a local vendor preference is applicable
for purchases between $20,000 and $100,000.
A local vendor may be given an opportunity to match the lowest price Bid, if the quotation or bid of the local
vendor is within 3% of the lowest price Bid by a non-local vendor.

The Contractor shall pay all sales, consumer, use, and other similar taxes required by the law of the place where
the Work is performed.
PUBLIC RECORDS
Any information contained in this Proposal is subject to public disclosure upon final award.
