Water Resources Chemicals Dabcoat 22 (DC-22)
The Lead and Copper Rule mandates that the City have a corrosion control program
approved by the Virginia Department of Health. Beginning in the early 1990's, the City performed
extensive sampling from high risk homes for lead and copper. Although the City’s water would
be considered corrosive based on its natural characteristics, the City has never exceeded the lead
and copper limits mandated by the rule. This is attributed to the corrosion inhibitor that is added
to the water. Based on the results of this sampling, the Virginia Department of Health determined
that the City optimized their corrosion control program.
The City has been using the current corrosion inhibitor, Dabcoat 22 (DC-22) for more than
30 years. This corrosion inhibitor was chosen after testing many different products using metal
coupon testing in the distribution system. Any changes to the corrosion inhibitor would require
prior approval of the Health Department. In order for them to approve the change, the City would
need to perform corrosion testing using the new product and would have to perform additional
testing of homes throughout the City. Because of the many complicated reactions that occur in
water, changing any treatment chemicals can have a negative impact. In the case of corrosion
inhibitors, the City risks not only using a product that doesn't work as well, but it could cause
years of protective coating to come off the distribution piping and actually cause corrosion in the
system.
Due to the sensitivity of this chemical, the City of Lynchburg intends to award Sterling
Water Technologies, PO Box 602, Columbia, Tennessee, 38402-0602 the sole source contract for
the purchase of Dabcoat 22. This is a specially formulated chemical which has proven effective
to inhibit corrosion in the water system. The estimated annual expenditure is $56,000.00 at an
initial cost of $1.405/lb.
