Water Reclamation Facility Projects Prequalification

Project Description: The purpose of this packet is to prequalify Contractors for several upcoming projects at OWRF, expected to be solicited in the next 5 years. The submittal requirements for the prequalification statement and the evaluation criteria are included.
The City of Orem Water Reclamation Facility (OWRF) was constructed in 1953 with major upgrades in 1983 and 2010. The City completed a Capital Facilities Master Plan for the Water Reclamation Facility (WRF) in 2022. This plan recommended strategic upgrades to the facility over the 20-year planning horizon to keep the facility safe, effective, efficient, operational, and able to meet all current and anticipated treatment standards. OWRF liquid stream includes preliminary treatment, primary treatment, secondary treatment (bioreactors, oxidation ditches and clarifiers), tertiary treatment and UV disinfection. The solids process includes thickening, thermophilic and mesophilic digestion and dewatering. OWRF also includes various support facilities comprising but not limited to electrical buildings, pump stations, odor control systems, and control systems. The masterplan identified various projects associated with the facility liquid, solids and support facilities including upgrades to existing facilities and/or addition of new facilities and structures. The City is currently working on designs for several of these projects, including the following: • New Headworks Screening and Grit Removal Facility; • New Primary Effluent Pump Station and upgrades to RAS Pump Station; • BNR system upgrades • UV Disinfection Facility Expansion • New Dewatering Facility with Administrative, Lab, and Office Spaces • New Biosolids Conditioning System housed within its Mesophilic Digester Building • Other projects listed in the OWRF masterplan – Phase 1 Projects.
