Water Reclamation Facility 2026 Phase I Package Plant

City of Arcade is requesting sealed bids for the construction of the Water Reclamation Facility ¿ 2026 Phase I Package Plant. Sealed bids will be received no later than November 20, 2025, at 10:00 AM (local time) at Arcade City Hall, 3325 Athens Highway, Jefferson, GA 30549. Bids received after the deadline will not be considered. Immediately following the deadline, bids will be publicly opened and read aloud. The work consists of furnishing all materials and equipment and performing all labor necessary for the construction of WRF - 2026 Phase 1 (0.25 mgd) Package Plant. This includes new process structures, mechanical bar screens, package plant system, disc filters, UV disinfection, sludge dewatering, plant return PS, effluent PS, control building, electrical and control systems, well house, along with all related appurtenances. Bid Documents may be examined at the following locations: City of Arcade, 3325 Athens Highway, Jefferson, GA 30549 (Owner) and PeoplesQuigley | DCCM, 6059 Boylston Drive NE, Atlanta, GA 30328 (Engineer). Copies may be obtained by contacting PeoplesQuigley | DCCM at (404) 255-2650. A non-refundable fee of $200.00 per set is required. Requests must be submitted at least 48 hours prior to the bid opening. Upon receipt of payment, contractors will be added to the official Plan Holders List and eligible to submit a bid. All checks must be made payable to Rochester & Associates, Inc. and mailed to 425 Oak Street NW, Gainesville, GA 30501. A mandatory pre-bid conference will be held October 30, 2025 at 10 AM at City Hall, 3325 Athens Highway, Jefferson, GA 30549. A site visit will be conducted immediately following, at the project gate on Holiday Cemetery Road, across from the Red Stone Subdivision. Attendance at both the pre-bid conference and site visit is required. All questions regarding the project must be submitted in writing via email to Nick Zimmer at nzimmer@dccm.com.
