Sealed proposals are requested by the San Antonio Water System for the construction of approximately 6,174 LF of 8-inch, 2,285 LF of 12-inch, 1,526 LF of 16-inch, 2,927 LF of 20-inch water main by Open Cut, 158 LF of 24-inch, 40 LF of 42-inch casing by auger bore construction method and street pavement repair in accordance with City of San Antonio street repair requirements, and all other associated appurtenances as included in the Contract Documents for the 2023 Water Main Replacement Project 4 (the “Project).

Answers to the questions will be posted to the website by 5:00 PM (CDT) on May 8, 2025, as a separate document or included as part of an addendum. Be advised that firms responding to this RFCSP (Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents.

Proposals will be received electronically only, until 2:00 PM (CDT) on May 15, 2025. Electronic proposals will be received via the secure SAWS FTP site.  See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal. Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond). Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.

Respondents will need to submit a request by 2:00 PM (CDT) on May 14, 2025, to receive access to the File Transfer Protocol (FTP) site via email to Lindsay.Esquivel@saws.org. Respondent’s email requesting access to the FTP site shall provide the legal name of the Respondent’s company and the intended recipient’s email address and phone number. No requests for FTP site access will be accepted after 2:00 PM (CDT) on May 14, 2025.
