Sealed bids will be opened on Friday, April 24, 2026 at 10:30 A.M. for WATER MAIN RELAYS.

Bids are opened remotely and the public is welcome to attend. Submit your bid either via Bid Express or via email to  HYPERLINK "mailto:DPWbids@milwaukee.gov" DPWbids@milwaukee.gov as detailed below.  Contact  HYPERLINK "mailto:DPWbids@milwaukee.gov" DPWbids@milwaukee.gov to attend the bid opening via conference call.

WATER MAIN RELAYS, at the following locations: W. Hope Av. (WT410240650), N. 39th St. to N. Sherman Bl. (29 working days); W. Fiebrantz Av. (WT410240657), N. 39th St. to N. 51st Blvd. (68 working days); W. Villard Av. (WT410240673), N. 103rd St. to 225 W/O N. 108th Ct. (28 working days); N. 107th St. (WT410240674), W. Villard Av. to W. Lawn Av. (17 working days); N. 108th Ct. (WT410240675), W. Villard Av. to 100 N/O W. Rohr Av. (12 working days); W. Rohr Av. (WT410240676), N. 107th St. to N. 108th Ct. (8 working days). (Note: Contractor to furnish and install approximately 9,784 lin. ft. of 16, 8, 6, and 3 ductile iron pipe. City to furnish miscellaneous materials as shown on plans and proposal form.)

Time for Completion: All work in the following projects must be completed by November 24,2026:
W. Hope Av. (PF2026067, PF2026068), W. Fiebrantz. Av. (PF2026069, PF2026070, PF2026071, PF2026072, PF2026073, PF2026074). All other work, including pavement restoration, shall be completed by December 11, 2026. Contractor shall use multiple crews, as necessary, to meet completion deadlines.

Liquidated Damages, per diem: $1,000.00

The residency requirement for this project is 40% of all hours worked on the project.  One quarter of these hours must be attributable to residents living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53212, and 53233.

The SBE requirement for this project is 25% of the contract base bid.  The SBE Compliance Plan (Form A) must be submitted with the bid and is an element of bid responsiveness. SBE certificates must be submitted with the Form A. Incomplete SBE Compliance Plans (Form A) or inaccurate SBE Compliance Plans will not be accepted and will render the bid unresponsive. The apprenticeship requirements for this project are: one construction craft laborer. If this contract is awarded at $500,000 or higher, 25% of all apprentice labor hours must be worked by apprentices certified for participation in the Residents Preference Program and 40% of all apprentice labor hours must be attributed to apprentices living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53212, and 53233

The contractor shall specifically note the SBE, residency, and apprenticeship forms for this project. If the forms are not filled out properly, it will be cause for rejection of the bid.

Bid Security Required:  Bond, Certified Check, Cashiers Check or Cash to accompany bid: 10% of the Contractors Base Bid.  For those bids being submitted through Bid Express and using a manual Bond, the contractor may send a signed/executed copy of the bid bond to the Department of Public Works Contract Office by emailing  HYPERLINK "mailto:DPWbids@milwaukee.gov" DPWbids@milwaukee.gov.  THE EMAILED COPY OF THE BOND MUST BE RECEIVED BY NO LATER THAN 10:30 A.M. ON THE SAME DATE THAT THE BIDS ARE DUE FOR THAT SPECIFIC OFFICIAL NOTICE, or the bid will be considered non-responsive.  The original bid bond document must then be submitted by the contractor to the Department of Public Works Contract Office in-person or by mail to 841 N Broadway, Rm. 506, Milwaukee, WI 53202, within 24 hours upon being notified that they are the apparent low bidder.

PAYMENT MONITORING REQUIREMENTS:  All Contractors awarded a contract valued at $25,000.00 or more are required to participate in training on the City of Milwaukees B2GNow contract compliance software within 30 days of the contract award date.  Throughout the contract term, Contractors are required to regularly provide timely subcontractor payment information in the Citys contract compliance software. PAYROLL MONITORING REQUIREMENTS:  The Prime Contractor awarded this project is required to participate in training on the City of Milwaukees Labor Compliance Reporting (LCR) Software after the date of contract award.
