Project Description: Sealed Bids will be received online by Manheim Area Water & Sewer Authority until 11:00 AM local time on April, 7 2025. A pre-bid meeting will be held on Wednesday, March 26, 2025 at 8 A.M. Online bids shall be submitted by way of the PennBid Program. Paper bids will not be accepted for this project. All documents and solicitation details are available online at no cost except to the successful bidder at PennBid – https://pennbid.bonfirehub.com/. Bidders assume responsibility that their Bid is received prior to the designated bid opening time and date.
The work to be performed for the project includes supplying all labor, equipment, and materials for replacing water mains and services in various locations within the MAWSA service area. This includes installing approximately 800 linear feet of 8-inch water main on Rambler Road to replace the existing 6-inch asbestos concrete pipe, 1,200 linear feet of 8-inch water main on Ferdinand Street to replace the existing 4-inch cast iron pipe, and 1,300 linear feet of 8-inch water main on Park Hill Drive to interconnect two dead-end mains. Additionally, approximately 1,350 linear feet of new 8-inch water main along South Main Street (S.R. 72) will be installed to tie into the existing water main. The Work must be substantially completed within two hundred forty (240) days from the issue of the Notice to Proceed.
Each Proposal for the Project shall be accompanied by a Bid Security in the form provided by the Contract Documents, drawn to the order of the Manheim Area Water & Sewer Authority, and in an amount not less than ten percent (10%) of the extended Bid Amount, as a guarantee that if the Proposal is accepted, a Contract will be entered into and the performance thereby properly secured.
Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
The Manheim Area Water & Sewer Authority, Owner, hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, to waive any informality in bids received, and to accept the Bid, which is in the best interest of the Authority, consistent with the laws affecting municipal contract awards.
