Water Filtration Plant Residuals Management Transportation, Storage, Beneficial Use And/Or Disposal

The Mayor and City Council of Cumberland, Maryland are soliciting bids for the project:

WATER FILTRATION PLANT RESIDUALS MANAGEMENT TRANSPORTATION, STORAGE, BENEFICIAL USE AND/OR DISPOSAL
CITY PROJECT NO. 2025-21-WFP

Completed bids shall be submitted to the City of Cumberland’s online solicitation website, until but not after 2:00 p.m. , local time, on 11/26/2025 .  All Bids will be virtually released at 2:00 p.m. on that date and available to view on the website. Released bid information does not constitute any award has been made.

Project Description:

The Mayor and City Council of Cumberland/City of Cumberland (owner) is soliciting proposals from a qualified contractor to provide a service for the City. These services include the storage, removal, transportation, beneficial use or disposal for beneficial residuals generated at the Evitts Creek Water Company (drinking water treatment plant) and any/all permitting related to residuals management required by Maryland Department of Agriculture, Pennsylvania Department of Agriculture and/or any other states where the residuals may travel through or be used in.

A "Non-Mandatory PREBID SESSION” for the purpose of answering or obtaining answers to questions of parties interested in performing the work will be conducted at 10:00 a.m. on 11/14/2025 at the Evitts Creek Water Company, 1032 Lake Gordon Road, Bedford, PA 15522.

The Mayor and City Council reserve the right to waive any technicalities and to reject any or all bids, and to accept any or all proposals which in their judgment is to the best interest of the City.
