Description


Sealed bids for construction of the City of Oxford Water and Electric Meter Replacement will be received until the closing time of July 8, 2026 at 2:00 PM local time. Bids must be submitted by the Bidder electronically through QuestCDN.com. No paper submissions will be accepted. Any bid received after the bid closing time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except as specifically provided in the Instructions to Bidders and/or by State law. Base Cost of all Bids will be posted by the Owner/Engineer to the QuestCDN website within approximately 30 minutes after the bid closing time.
The Work shall consist of providing all labor, equipment, and materials necessary to remove and replace approximately 770 3/4", 1", and 2" water meters and AMI transmitters, install approximately 200 AMI transmitters (MOU's) on existing water meters, install approximately 705 3/4" backflow preventers, replace meter boxes, lids, and curb stops as necessary, remove and replace approximately 750 electrical meters, and document service line material, including site restoration, data collection, communication with property owners, and all appurtenances necessary for a complete installation. Water meters, electric meters, and AMI transmitters will be provided by the Owner. Time allotted for completion of work is 210 consecutive calendar days.

1.4 CONTRACTOR QUALIFICATIONS
Bidders must complete the Qualifications of Bidder (Section 00470) in order to be
evaluated for award of the Contract. Refer to the specific requirements outlined in the
referenced Section.

1.5 CONTRACTOR LICENSE
The Scope of Work as described herein is defined as "utility contracting" in accordance with
O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid
license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility
Manager" certification holder who will have oversight of all the utility work. See Instruction
to Bidders for additional bidding requirements.
1.6 BONDS
Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less
than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with
an "A" minimum rating of performance and a financial strength of at least five (5) times the
contract price as listed in the most current publication of "Best's Key Rating Guide Property
Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract
price shall be required of the successful bidder if contract is awarded. Each Bond shall be
accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and
certified to include the date of the bond.

1.8 EASEMENTS AND RIGHTS-OF-WAY
All easements and rights-of-way for permanent installations have been obtained or will be
obtained by the Owner prior to issuing the Notice to Proceed.
1.9 GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT
All qualifying Contractors and Subcontractors performing work with the City of Oxford
must register and participate in the federal work authorization program commonly known
as E-Verify, or any subsequent replacement program, to verify the work eligibility
information of new employees. In order for a Bid to be considered, it is mandatory that
the Bidder's Affidavit of Compliance with O.C.G.A. 13-10-91 be completed and
submitted with the Bid.

1.10 FUNDING SOURCES
Funding is to be provided by local funds. No wage rates, payroll, AIS, or BABA
documentation is required.
1.11 RESERVATION OF RIGHTS
Owner reserves the right to reject any or all Bids, including without limitation, the rights to
reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject
the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project
to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is
unqualified or of doubtful financial ability or fails to meet any other pertinent standard or
criteria established by the Owner.
1.12 PROJECT DOCUMENTATION
Owner will provide Excel spreadsheets containing water and electric meter data and addresses
to registered Plan Holders on Quest upon request.
