The City of Phoenix invites Consultants to participate in this Request for Qualifications (RFQu) for the Water Service Department's (WSD) Qualified Vendor List ("QVL") for qualifications to conduct water demand forecasting, planning, and water resources consulting services commencing on or about April, 10 2026, in accordance with the specifications and provisions contained herein or the “Effective Date” which is upon award by City Council, conditioned upon signature and recording by the City Clerk’s department, as required by the Phoenix City Code, whichever is later.

Notwithstanding the foregoing, this Agreement will terminate upon the earliest occurrence: by reaching the end of the term including any extensions exercised, or termination pursuant to the provisions of this Agreement.
Background
The City WSD provides water and wastewater services to the fifth-largest city in the United States, covering approximately 540 square miles and serving a population of roughly 1.7 million residents.
This QVL covers work that relates to the forecasting of customer growth and consumption to inform financial planning, rate-setting, and water resources, conservation, policy, supply and infrastructure needs. The task proposals issued under this QVL will help to inform conservation programming, infrastructure planning, water demand research and "big data" calculations and analyses. Understanding historic trends and accurately forecasting future trends informs the city regarding fiscal and policy decisions pertaining to:
- Balance future revenues with future spending on O&M and CIP
- Infrastructure planning
- Debt management
- Rate setting and equity
- Financial planning
- Impact fee setting
- Conservation targets & policies
- Water production, supply, and groundwater management
- Drought and emergency planning
