ELECTRONIC SUBMISSION OF PROPOSALS
James City County only accepts electronic copies of requested Proposals on Open Bids (formally Demand
Star).
To maintain the integrity of the sealed Proposal process, the electronic date and time stamp on Proposals
submitted via Open Bids shall serve as the official delivery time. James City County personnel cannot access
the electronic lockbox until after the deadline specified in the RFP, as amended.
Submit only Proposal files via Open Bids; routine correspondence must be emailed separately to the JCC
Purchasing Office. Do not send hard copies to the Purchasing Office. Proposals must exclude marketing
materials, white papers, or unrelated content. Faxed, hand-delivered, or emailed submissions will not be
accepted. Failure to submit all required information may result in a request for prompt correction, a reduced
Proposal evaluation score, and/or a determination of non-responsiveness.
Official RFP documents are available exclusively on the James City County website. Only those published on
the County's website are considered authoritative.
The Purchasing Department is the sole Point of Contact for this Solicitation unless otherwise instructed herein.
Unauthorized contact with other County representatives regarding the RFP may result in the disqualification of
any Offeror from further review and consideration.

COMPETITION INTENDED
The intent and purpose of this Request for Proposal (RFP) is to solicit, through competitive negotiation a
qualified Contractor or Contractors to provide all required labor, materials, goods, services, and coordination
necessary to furnish two (2) new WATA facilities.
The resulting Contract(s) may be utilized for future FFE purchasing projects by the issuing agency. Such
cooperative or subsequent use shall be in accordance with applicable procurement laws, policies, and the terms
and conditions of the Contract.
It shall be the Offeror's responsibility to advise the James City County Purchasing Office in writing if any
language, requirement, specification, definition, or any combination thereof, inadvertently restricts or limits the
requirements stated in the RFP to a single source. The Purchasing Director must receive such notification
within five (5) business days of the solicitation's release date.
BACKGROUND
Williamsburg Area Transit Authority (WATA) is a multi-jurisdiction transportation agency providing transit bus and ADA
Paratransit services in the City of Williamsburg, James City County, and York County in the Historic Triangle area.
STATEMENT OF NEEDS
James City County is soliciting Proposals for a Contractor(s) to provide all required labor, materials, goods,
services, and coordination necessary to furnish two (2) new WATA facilities with requested furnishings.
Installation of such must be executed prior to facility completion dates, which are staggered, and result in fully
functional "move in ready" spaces. Supplied furnishings must comply with the Build America Buy America
Act. Offerors should consider this a "turnkey" project, with the Awarded Contractor responsible for all project
phases from conception to completion.
