Project Description: General Notice
Loysville Village Municipal Authority (Owner) is requesting Bids for the construction of the following Project:
Wastewater Treatment Plant Upgrades
Entech No. 4213.008
Bids for the construction of the Project will be received electronically via the PennBid program until 3:00 p.m. local time Tuesday, October 28, 2025. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
This Contract is expected to be funded in part with funds provided by the United States Department of Agriculture, Rural Utilities Service (RUS). This Contract is also expected to be funded in part with funds provided by the Pennsylvania Infrastructure Investment Authority (PENNVEST). Bidding documents include a requirement for prime contractors to solicit Disadvantaged Business Enterprises (DBE) per Pennsylvania Department of Environmental Protection (PADEP) guidelines. DBEs are encouraged to participate.

Contract No. 2023-01 – General/Process Mechanical
Contract No. 2023-02 – HVAC/Plumbing
Contract No. 2023-03 – Electrical/SCADA

Pre-bid Conference
A pre-bid conference for the Project will be held on Thursday, October 9, 2025 at 10:00 a.m. at the Loysville Community Club, 1204 Montour Road, Loysville, PA 17047. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Attention is called to the fact that Davis Bacon Act federal wage rates must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the Pennsylvania Human Relations Act (PHRA) and applicable federal laws, against any citizen of this Commonwealth who is qualified and available to perform the work to which the employment relates. Each Bidder and their subcontractors are required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
