INTRODUCTION

The Bay County Board of County Commissioners (County) seeks bids from qualified vendors to supply Polymer to the Military Point Advanced Wastewater Treatment Facility (AWT) located at 100 Lagoon Road, Tyndall Air Force Base, FL 32403 and the North Bay Wastewater Treatment Facility located at 1121 Fred Anderson Road, Southport, FL 32409. Only chemicals known as organic polymer, which are synthetic, high molecular weight, water soluble polyelectrolytes and manufactured specifically as flocculants for sludge conditioning will be used. P olymer shall be delivered in accordance with the specifications identified in Exhibit 1.

GENERAL REQUIREMENT

The Bidder’s record of past performance will be considered a factor in the determination of the Bidder’s qualifications to perform. Accordingly, if the Bidder (including any of its associates, joint venture members, or sub-contractors) is or has been a party to a County contract, whether as lead contractor, affiliate, associate, subsidiary, subcontractor, or in any other role [within the past five (5) years], the Bidder must identify the contract in its lists of references it provides as evidence of the Bidder’s past experience. The County, at its discretion, reserves the right to check the Bidder’s record of past performance, the record of past performance and references as provided by the Bidder and any other sources identified by the County. A negative determination by the County based upon a record of poor past performance within the past 5 years will disqualify the Bidder and reject its Bid.

Bidder shall complete the form in Attachment 1 and submit with the bid documents.  References should be available to be contacted during normal working hours. The County will choose, at its own discretion, references to contact in order to complete the evaluation questionnaire in Attachment 1. In the event that the Bidder has performed work as a prime vendor for the County within the last five years, the County shall attempt to contact one County and one non-County reference.  The County will attempt to contact each selected reference by phone. In the event that the contact person cannot be reached, the Bidder shall receive a score of zero (0) for that reference evaluation. The County will not attempt to correct incorrectly supplied information.

PRE-TESTING

Bench work to screen products for use in full-scale testing is required and will be conducted from September 2, 2025 through September 5, 2025 . This testing will be done on site in the facilities of the MPAWTF. Bench testing will be limited to one day per vendor.  Specific dates for bench tests must be scheduled with the Wastewater Chief Operator at (850) 819-2252 by August 28, 2025 and will be handled on a first call first scheduled basis.

NOTE: Vendors that have already participated in Pre-Testing will not have to provide other testing (unless the vendor changes the product to be submitted).

FULL-SCALE TRIALS

A formal full-scale trial must be conducted using the specific polymer proposed for a bid to be considered.  The full-scale trial shall be run as detailed in the specifications with a manufacturer’s representative present.  The full-scale trial shall be conducted between the dates of October 6, 2025 through October 11, 2025 . The specific date for the full-scale trial must be scheduled with the Wastewater Chief Operator at (850) 819-2252 by October 2, 2025 and will be handled on a first call, first schedule basis.

BID DEADLINE/DELIVERY

ELECTRONIC OR SEALED PAPER BIDS for ITB NO: 25-57 Military Point Advanced Wastewater Treatment Plant Facility Polymer will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA up until 2:30 pm (CDT) Tuesday, September 23, 2025 . Bids will be publicly opened immediately following the deadline. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.

Bids for this solicitation may be submitted either electronically via OPENGOV PROCUREMENT or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11 th Street, Suite 2500, Panama City, Florida 32401.

Bidders electing to submit paper bids should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time.

Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening. The County will check the bids and notify the selected bidder at the earliest opportunity.

ADDENDA

If any addenda are issued after the initial specifications are released, the County will post the addenda on the County website or OpenGov. It is the responsibility of the bidder prior to submission of any bid to check the above website or contact the Purchasing Department to verify any addenda issued.  The receipt of all addenda must be acknowledged on the addenda response sheet.

POINT OF CONTACT
The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Qualifications:
Bids will only be accepted from manufacturers of the product who are capable of furnishing the materials specified. Interested polymer vendors should submit a letter of interest and provide a polymer data sheet, including MSDS, for the polymers they are considering for utilization as part of the bid submittal.
