NOTICE TO BIDDERS: Go to thomasville.org/departments/purchasing or GPR for the complete & unabbreviated Invitation to Bid. Below is an abbreviated version. Sealed bids for the City of Thomasville's 2026 WASTEWATER IMPROVEMENTS project will be received until 2:00 PM local time on July 16, 2026, at the City Engineer¿s Office, 411 W. Jackson St., Thomasville, GA 31792 for public opening. No Bids may be withdrawn after the scheduled closing time for request of bids for a period of 60 days. The Prime Bidder and sub-contractors will be properly licensed and will furnish all materials, labor, equipment & perform all work required to complete the project. This project includes preforming sanitary sewer rehabilitation with cured in place lining (CIPP) and rehabilitated sanitary sewer manholes with sprayed in lining and performing other necessary and appurtenant work to complete the wastewater improvements as otherwise described, enumerated and shown in these specifications and referenced plans. A complete set of plans, specs, & bid documents may be viewed at the City Engineer¿s Office (see address above). Proposals will not be considered by Owner unless Bidder is on record as purchasing & receiving complete Bid Documents. Bids must be accompanied by a Certified Check or Bid Bond in the amount of not less than 10% of the Bid. If awarded the Contract, bidder will submit separate Payment & Performance Bond each for 100% of the Contract amount. Bids must be plainly marked ¿2026 WASTEWATER IMPROVEMENTS¿ & must be delivered before the time specified. The City of Thomasville, GA reserves the right to reject any & all bids, to waive informalities, to re-advertise, &/or to award the contract in the best interest of the City. CITY OF THOMASVILLE M. ADVERTISEMENT FOR BIDS
Sealed bids will be received by the CITY OF THOMASVILLE, GEORGIA, in the Office of the City Engineer,
411 West Jackson Street, Thomasville, Georgia, until 2:00 P.M., local time, July 16, 2026, for furnishing of all
materials, labor, equipment and performing all work required for the construction of the 2026 WASTEWATER
IMPROVEMENTS within the CITY OF THOMASVILLE.
The work includes preforming sanitary sewer rehabilitation with cured in place lining (CIPP) and
rehabilitated sanitary sewer manholes with sprayed in lining and performing other necessary and
appurtenant work to complete the wastewater improvements as otherwise described, enumerated
and shown in these specifications and referenced plans.
Separate bids received will be publicly opened and read in the Office of the City Engineer at 411 West Jackson
Street at 2:00 P.M. local time on the date specified above.
Utility Contractor must be licensed contractor in the State of Georgia, and the sub-contractors must be licensed
in the State of Georgia and follow and comply with the Rules and Regulations of the State of Georgia.
The Instructions to Bidders, Bid Form, Form of Contract Agreement, Plans, Specifications, and Forms of Bid
Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following:

An electronic complete set of plans, specifications, and bidding documents may be obtained by emailing the
request to Engineering.Bids@thomasville.org. The Bidder will be responsible for all costs associated with
printing. Proposals will not be considered by Owner unless Bidder is on record as requesting complete Bid
Documents.
Bids must be accompanied by a Certified Check or Bid Bond in the amount of not less than ten (10) percent
of the Bid, as a guarantee that the Bidder, if awarded the Contract, will within ten (10) days after written notice
having been given of such award, enter into a written contract with the City of Thomasville, Georgia, in
accordance with the accepted proposal. Bids must be sealed and plainly marked 2026 WASTEWATER
IMPROVEMENTS and must be delivered before the time specified.
The bidder shall complete, execute, and submit the following documents from these contract documents:
Section 00410 - Bid Form, Section 00430 - Bid Bond, Section 00450 - Statement of Bidder's Qualifications,
Section 00451 - Contractor's Oath and Non-collusion Affidavit of Subcontractor, Section 00453 - E-Verify
Affidavit of Contractor.

Bidders are required to review the insurance requirement stated in Section 00730 - Supplementary Conditions
of the contract specifications with their provider to insure all aspects of the requirements can be met.
The majority of the work to be done for this project is utility construction work and does require a licensed
utility contractor to submit a bid.
No Bids may be withdrawn after the scheduled closing time for the request of bids for a period of sixty (60)
days.
Separate Payment and Performance Bond in the amount of one hundred percent (100%) of the Contract will
be required.
All bid bonds, performance and payment bonds, insurance contracts, and certificates of insurance shall be either
executed by or counter-signed by a licensed resident agent of the surety or insurance company, having his place
of business in the State of Georgia, and in all ways complying with the insurance laws of the State of Georgia.
The City of Thomasville, Georgia, reserves the right to reject any and all bids, to waive informalities, to re-
advertise, and/or to award the contract in the best interest of the City.
