Submission & Inquiry Instructions
To receive consideration, the City must receive the proposal PHYSICALLY no later than 4:00 PM CST on Friday, October 23, 2026. Proposals must be physically delivered; emailed proposals will not be accepted.
Bidders may submit questions either physically or by email until the close of business on Wednesday, September 16, 2026. A list of links and information bidders may find helpful is attached at Appendix A.
All physical and digital submissions must be clearly labeled: “RFP – WASTE TRANSFER STATION PROPOSAL” and include the name and address of the respondent.

• In-person Pre-bid Meeting: An optional in-person pre-bid meeting will be held to describe the project and answer any questions potential bidders may have. This public meeting will be held at the Keene Memorial Library in West Meeting Room at 1:30 on September 8. Mr. Daniel LeMaistre, NDWEE Waste Permit Section Supervisor, is tentatively planning on attending this meeting to answer any questions or provide any policy/process clarifications from the State perspective.
