PURPOSE. This Request for Proposal (RFP) is to provide solid waste disposal, organic waste, and recycling service for the Minnesota Department of Corrections. This contract will serve the Stillwater Minnesota Correctional Facility (MCF) located at 5277 Stagecoach Trail N., Bayport, MN 55003-4100.

QUESTIONS/CLARIFICATIONS. Any questions and/or clarifications in regard to the solicitation response shall be made in writing to John H. Roth, Buyer, via email at john.h.roth@state.mn.us by July 18, 2025, no later than 3:00 PM CT. If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the RFP, they must immediately notify the Buyer in writing of such error and request modification or clarification of the document. Responders are not to contact anyone within any other State Agency regarding this solicitation. The State is not obligated to answer questions submitted after the questions/clarifications due date and time.

SITE VISIT. Responders are encouraged, but not required, to visit the Stillwater MCF prior to submitting a response. Responders should contact Derek Drake at derek.j.drake@state.mn.us, 651-779-1400 to arrange an appointment for a site visit. Site visits, if requested, should be completed no later than July 17, 2025.

SITE VISIT REQUEST. Any responder who wishes to make a site visit will need to complete Attachment F - Admittance Authorization forms (labeled Security Check: Contractors, Construction Workers, Repair Personnel and Minnesota Department of Corrections (DOC) Intent to Collect Private and Confidential Data Photographs/Visual Images) and return it to Derek Drake by email to derek.j.drake@state.mn.us at least three (3) days prior to the scheduled visit and no later than July 17, 2025. Any responder who fails to complete the Admittance Authorization form will not be granted access to the facility.
