- Summary The Office of Climate Action, Sustainability and Resiliency (CASR) on behalf of the City and County of Denver desires to solicit proposals for professional services to support two cohorts of approximately 7-15 food service providers each (for a maximum of 30) with navigation services for their waste prevention and organics diversion efforts, including technical and financial support.
This RFP is being solicited by the Office of Climate Action, Sustainability and Resiliency (CASR) and will be done in partnership with the Denver Department of Public Health and Environment (DDPHE). Together, they will act as the Project Management Team for the City and County of Denver. The Project Management Team is seeking a contractor to support two cohorts of approximately 7-15 food service providers each (for a maximum of 30) with navigation services for their waste prevention and organics diversion efforts, including technical and financial support. To maximize environmental benefits and reduce costs, cohort participants, when applicable, may first receive support with replacing single-use disposable service ware for onsite dining and preventing food waste through upstream strategies such as food donation.
Required Insurance:
The City does not negotiate insurance requirements or contract insurance language and any objections not raised formally in the selection process are waived.
Review the Sample Agreement for the required insurance amounts under paragraph 10 of this RFP, the required insurance coverages are as follows:
- Workers’ Compensation and Employer’s Liability Insurance
- Commercial General Liability
- Business Automobile Liability

- 03/28/2025: Any final questions regarding this RFP must be submitted via BidNet by 10:00 a.m. local time
- 04/01/2025: CASR will issue responses to all questions via BidNet
- 04/11/2025: Final submissions due by 10:00 a.m. local time
- Project budget: $180,000 with $69,000 of budget for financial incentives
- Contract term: 18 months
- Final proposals are due on April 11, 2025 at 10:00 a.m. Proposals will ONLY be accepted electronically via the application portal
