The City of Casper will accept proposals until 4:00 p.m., local time, Monday,

September 7, 2026, from consulting firms that specialize in parks and recreation

master planning.

The Request for Proposal is available on the City’s website at https://casperwy.gov

under Bids, RFP’s and Public Notices and from Zulima Lopez, City of Casper Parks,

Recreation and Public Facilities Director, 1800 East K Street, Casper, Wyoming 82601,

Proposals received after the deadline of 4:00 p.m. local time on September 7, 2026,

will not be considered. If there are any questions regarding any part of the Request

This is primarily a qualifications-based selection process; cost proposal is to be

submitted under separate cover. If cost is included in the project proposal, it will not

Washington Park and Fort Caspar Recreational Area Master Planning

The City of Casper, Wyoming

Request for Proposals

The City of Casper, Wyoming, invites proposals to develop two (2) park master plans

for Washington Park and for the “Fort Caspar Recreational Area,” which includes the

Fort Caspar Park, Fort Caspar Museum and Historical Grounds, Izaak Walton

Campground, Centennial Park, and Patterson-Zonta Park. The purpose of the project

is to develop a unified plan for Washington Park and the Fort Caspar Recreational

Area that aligns programming related to parks, recreation, and culture. This includes

an evaluation of current offerings and future planning and development for park,

recreation, and cultural assets and programming to ensure residents and visitors have

access to desirable, diverse, and sustainable recreation opportunities within the two

planning areas.

The City of Casper will accept proposals until 4:00 p.m. local time on Monday,

September 7, 2026. Three (3) copies of the proposal, including budget schedule in a

separate sealed envelope, and one (1) electronic copy of the proposal, without the

budget schedule, via email to zlopez@casperwy.gov, shall be submitted to the

following address by 4:00 p.m. local time on September 7, 2026.

accepted on-site weekdays during our open hours, and personnel will be available for

delivery signatures if needed. Copies of related studies can be submitted in hard copy

or via separate email.

Introduction

The purpose of the project is to develop two (2) recreation master plans that align

efforts regarding parks, recreation, and culture in each master planning area. This

includes a current evaluation of assets and programming as well as a future

development and maintenance plan for park, recreation, and cultural assets and

programming throughout Washington Park, as well as the areas that comprise the

Fort Caspar Recreational Area, which includes Fort Caspar Park, Fort Caspar Museum

and Historic Grounds, Izaak Walton Campground, Centennial Park, and Patterson-

Zonta Park.

Along with analyzing existing infrastructure and programming, the plan will provide

strategies for growth and sustainability in park, recreation, and cultural infrastructure

and programming within the two planning areas, based on adjacent land use, return

on investment, and/or impact of the amenity or program for community livability and

tourism. Recommendations will emphasize cohesion and synergy across plan sites,

address maintenance and sustainability, and identify possible funding sources for

future projects and ongoing maintenance needs.

The City of Casper wants all citizens to have the opportunity to participate in the

planning process and believes everyone should have access to providing input. As

such, this project will require robust public participation and stakeholder involvement.

This will include facilitating public meetings, ongoing stakeholder communication,

and the ability to utilize online and social media-based communication tools.

The combined budget for the two (2) master plans is $170,000. The successful

candidate’s proposal should meet this budget. Proposals that exceed this budget will

not be considered, and each proposal’s cost will be a weighted factor for selecting the

consultant.

Planning Background

Casper Area Parks and Recreation Master Plan (2024): The Casper Area Parks and

Recreation Master Plan is a comprehensive, long-range strategy for the creation,

optimization, and maintenance of the area’s leisure assets, programs, and services.

The consultants engaged numerous stakeholders and user groups in meetings and

through surveys to collect data regarding current conditions and needs for the parks

and recreation system that spans Casper, Mills, Evansville, Bar Nunn and Casper

Mountain. The consultants inventoried and assessed the condition of the area’s parks

and recreation assets, completed a market analysis, a park system analysis, and an

operation and maintenance evaluation, and used all collected data to inform

recommendations for the community’s parks and recreation system. Based on these

recommendations, they developed a prioritization and implementation plan and

provided cost estimates for suggested improvements. The plan identified growth

opportunities in outdoor recreation and a need for more athletic fields in the

community. The plan also identified the Platte River Commons as an opportunity area

for expanding recreation offerings.

North Platte River Environmental Restoration Master Plan – Phase I (2012): Phase I

of the North Platte River Environmental Restoration Master Plan was completed to

provide an assessment of the existing condition of, and to propose restoration

strategies for, the North Platte River over a 13.5-mile stretch that flows through the

City of Casper, the Town of Mills, and Natrona County. This section of the North Platte

River flows from the western boundary of the City of Casper, at Trails West Estates No.

2, to the eastern boundary of the City of Casper, at the Central Services addition near

the Bryan Stock Trail.

Casper Area Bicycle and Pedestrian Plan (2021): The Casper Area Bicycle and

Pedestrian Master Plan (Plan) is an update to the 2013 Casper Area Trails, Paths, and

Bikeways Plan. The Casper Area encompasses the Cities of Casper and Mills, Towns of

Bar Nunn and Evansville, and portions of Natrona County. This Plan builds on the

previously recommended projects and policies while recognizing changes to the

Casper area over the past eight years, evaluates progress and continued needs, and

develops an actionable plan for the region’s active transportation system.

Casper Tourism Master Plan: The Casper Tourism Master Plan is intended to ensure

the success, growth, and sustainability of the Casper area travel industry for the

benefit of residents and visitors. The 10-year plan established a road map toward an

aspiring future for the Casper travel industry with identified roles for a variety of local

organizations and agencies. The plan focused heavily on three recreation areas:

community attractions and amenities, Casper Mountain development and

experiences, and North Platte River development and experiences. The plan is

currently undergoing an update.

Additional planning documents, including, but not limited to, long-range

transportation and numerous trail plans, are available under the Past Project Index

tab on the Metropolitan Planning Organization (MPO) website hosted by the City of

Casper, available at www.casperareampo.org.

Scope of Work

Preference will be given to a consultant that can strike a balance between public

engagement experience and technical expertise in park and recreation master

planning. Representatives from the City of Casper and the selected consultant may

refine a final scope of work. At a minimum, the master plans should include:

I. Stakeholder Identification and Community Engagement:

1. Identify partner/stakeholder/user groups

2. Engage partners, stakeholders, users, and the public at large to gather data

for analysis

a. Develop and deploy user surveys

b. Coordinate and lead partner/stakeholder/user meetings

c. Coordinate and lead public meetings

3. Engagement efforts will gather data on the following, as a minimum:

a. Current sentiment regarding existing parks and recreation assets and

programming within the two project areas

b. Community needs and wants in terms of parks, recreation, and cultural

assets and programming in the two project areas

II. Data Analysis and Recommendations:

1. Review and analyze past studies and plans for current relevancy regarding

the planning areas
