North Country Rural Development Coalition (NCRDC) is seeking bids for our upcoming Washington County CDBG home rehabilitation project. Our mission is to ensure that low- to moderate-income families and seniors in our community can remain in their homes, enjoying safe living conditions. We invite qualified contractors to submit proposals for this important initiative.

This project entails the extensive rehabilitation of a 1,334 sq. ft. single-family home located in Whitehall, NY. The home features 3 bedrooms and 1.5 bathrooms and has significant issues, particularly concerning possible asbestos and other hazardous materials.

The scope of work includes, but is not limited to:

• Exterior Work:

  • Replace the slate roof
  • Address hazardous siding materials
  • Repair multiple egress points
  • Repair both porches

• Interior Work:

  • Update electrical distribution and main
  • Renovate the downstairs bathroom, including new insulation, flooring, and heat distribution
  • Remove and dispose of an old out-of-service oil tank in the basement
  • Ensure basement stairs meet code requirements
  • Replace the exterior door
  • Replace upstairs windows to meet current energy standards
  • Partial renovation of the kitchen, including new flooring, cabinets, and countertops

Bids will be accepted until October 18, 2024, at 12:00 P.M. Bid awards will be announced five business days after the submission deadline.

Submission Requirements:

• Comprehensive breakdown of costs for labor and materials for each project segment
• Signed non-collusion certification statement
• Current Liability Insurance, Worker’s Compensation, Paid Family Leave (PFL), and Lead Renovators certification (RRP) upon bid award
• Contractor Application for new contractors working with NRDC
