The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in specifications. This Work will be performed in strict conformance with the specifications, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the County.
On February 28, 2023 the Board approved authority to execute a revenue agreement with the State of California Department of Health Care Services to accept a Behavioral Health Continuum Infrastructure Program Grant (BHCIP). The proposed grant project consisted of remodeling the County’s existing Warren E. Thornton Youth Center building at 4000 Branch Center Road to accommodate in-patient behavioral health treatment for youth. On July 22, 2025 the Board approved advertising the plans and specifications to be offered for bids.
The Project construction scope consists of reconfiguring the two existing housing units at this facility into two distinct behavioral health patient units, as well as related support spaces.
The Project will provide treatment options vital for youth living with significant mental health disorders while providing equitable resources for the community. The program goals are to achieve a reduction in hospitalizations, encounters with law enforcement, reduce lengths of stay in higher-level psychiatric care settings, and provide seamless care transitions and coordination services.
