INVITATION TO BIDDERS
Sealed bids will be received on Tuesday, October 1, 2019, by the Terrebonne Parish
Consolidated Government (TPCG) Purchasing Division, at the City of Houma Service Complex,
301 Plant Road, in Houma, Louisiana until 2:00 P.M as shown on the Purchasing Division
Conference Room Clock, and TPCG shall at that time and place publically open the bids and
read them aloud.
Bid documents are posted on http://www.centralauctionhouse.com/rfp.php?cid=65. To
view these, download, and receive bid notices by e-mail, you must register with Central Auction
House (CAH). Vendors/Contractors have the option to submit their bids electronically or by
paper copy. For information about the electronic submittal process, contact Ted Fleming with
Central Auction House at 225-810-4814.
Each bid shall be either hand delivered by the bidder or his agent, or such bid shall
be sent by United States Postal Service registered or certified mail with a return receipt
requested, or shall be submitted electronically with Central Auction House (CAH). Bids
shall not be accepted or taken, including receiving any hand delivered bids, on days which
are recognized as holidays by the United States Postal Service.

No bid received after the scheduled time for opening will be considered. Failure of the
U.S. Mail to deliver the bids timely shall not be considered due cause for the scheduled time of
the bid opening to be extended.

Project Description: The work consists of providing all equipment, labor and
material necessary to satisfactorily complete the following, according to design
specifications and plans:
Clearing & Grubbing
Construction of Embankment (Berm Repair)
Seeding & Fertilizing
Utility Crossing Mat Installation
Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with
the Bidding Documents. A single set of Bidding Documents shall be issued at the cost of
reproduction to contractors who are licensed by the Licensing Board of Contractors.
This Project shall require a Louisiana Contractors license number for HEAVY
CONSRUCTION.
The Bidding Documents will be available at Aptim Coastal, Inc., hereinafter referred to
as Engineer, 2503 Petroleum Drive, Houma, Louisiana at (985) 868-3434. A set of Bidding
Documents may be purchased by prospective bidders for a cost of $100.00 by visiting offices
of the Engineer at the address above. Any questions about this project must be emailed to the
Engineer at ward7phase4questions@aptim.com.
A Non-mandatory Pre-Bid Conference will be held on Tuesday, September 17, 2019 at
10:00 am at the office of Aptim Coastal, Inc., located at 2503 Petroleum Drive, Houma,
Louisiana 70363.
Attention of bidders is called particularly to the requirements for conditions of
employment to be observed and minimum wage rates to be paid under the Contract, (Davis-
Bacon Act), Section 3 (Low Income Resident Participation), of the Housing and Community
Development Act of 1974, Section 503 (Non-Discrimination Against Employees with
Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the
Rehabilitation Act of 1973, Segregated Facilities, Executive Order 11246, and all applicable
laws and regulations of the Federal government and State of Louisiana and bonding insurance
requirements.
Minority owned firms, small businesses, and/or Section 3 businesses are encouraged to
participate.
The Terrebonne Parish Consolidated Government reserves the right to reject any and all
bids in accordance with Louisiana State Bid Law.
