Bid Opening: January 09, 2026, at 2:00 P.M. EST
Failure to file a protest within the time prescribed in Section 120.57(3), Florida Statutes, or failure to
post the bond or other security required by law within the time allowed for filing a bond shall constitute

This Addendum provides the Board's written answers to the timely written questions received.
Question
Answer
1. Ask for an extension due to the holidays?
No
2. Exhibit A only shows 1 x 10G but the SOW shows 2
x 10G circuits (page 11 current WAN design)?
There are 2 10G
3. What is the main difference between the Leased LIT
and Leased Dark Fiber option if managed layer 3
routing, switching and power equipment is required
for both options?
Layer 3 managed services are expected to be included
for all equipment associated with the proposed design.
While the standard approach assumes that all necessary
equipment will be owned, managed, and maintained by
the Awardee, the District is open to considering
alternative solutions that meet service and performance
requirements. Any costs associated with the chosen
equipment and service model must be clearly
represented as part of the monthly recurring charge.
4. For the LDF option can the service provider only
provide the Dark Fiber for connectivity between sites No
and end user LIT the fiber with their own equipment?
5. For the Leased LIT option can the service provider
provide Layer 2 connectivity and end user provide
No
Layer 3 routing capabilities?
6. Is a single fiber lateral and entrance cable acceptable
to all remote locations that is not deemed a Hub or
Yes
Agg site?
Question
Answer
7. Is it mandatory to provide managed layer 3 routing,
switching and power equipment for the LDF option?
Yes
8. At each location, hub, agg or remote what type of
device will the service provider circuit be connecting to Cisco or Meraki OSPF routing
and is static routing or dynamic routing required?
9. If Leon County Schools main hub site fails, does Leon
County Schools have a DR location?
No
10. Who is the service provider for the 2 x 10G Internet
circuits?
Lumen
11. Are both Internet circuits located at the Leon
County Schools main hub site?
Yes 520 S. Appleyard dr.
12. Does Leon County Schools host any applications in
Azure or AWS cloud?
Yes
13. Are the schools that are listed twice require two
circuits and is the demarc for each circuit the same?
No 1 Demarc per site
14. Is there a threshold to the one-time construction
charges that would be over the budget of what the
district would allow?
Per E-Rate rules, the District will accept all proposals that
include Special Construction and will award to the most
cost-effective solution.
15. On the RFP the bandwidth is listed with scalable as
a requirement, but scalable bandwidth is not
requested on your FCC Form 470?
16. For sites with two separate schools/BEN’s, is only
one circuit required, or will each BEN require their own
dedicated circuit?

The Leon County Virtual School is ineligible for E-Rate
funding and was listed by mistake. It should not be
considered as part of your network design.

or only WAN-specific hardware?
Should equipment refresh during the contract term
be included in the monthly recurring cost?
WAN specific hardware
Yes on equipment refresh
23. Fiber Design Options:
If proposing Leased Dark Fiber, will the District
provide and manage Layer 3 equipment, or is the
vendor still responsible for Layer 3 services?
Are hybrid solutions (combination of lit and dark
fiber) acceptable?
See answer to #3
Yes to Hybrid
24. Bandwidth & Scalability:
What is the minimum and target bandwidth per site?
Are there future scalability requirements (e.g.,
10Gbps or higher)?

requirements for outages?
Answer
26. Transition & Cutover:
Is there a required timeline for migration from the
current network to the new solution?

Are there specific cybersecurity standards (e.g., NIST,
CIPA compliance) that must be met?
Should the vendor provide firewall and filtering
services as part of Layer 3 management?
LCSD requests that all locations be activated by
6/30/2026. If unable to meet that deadline, vendors
must provide a detailed timeline for bringing all sites
online in their response.
Dual network yes
CIPA Compliance is not requested on this ITN.
No Nist
No firewall or filtering services are requested on this ITN.
28. Evaluation Criteria
How will proposals be scored between lit fiber vs.
dark fiber solutions?
Is cost weighted more heavily than technical
capability?
Both Dark and Lit Fiber services will be evaluated using
the criteria provided on ITN pages 22-24
Yes, Cost of eligible goods and services is the most
