Summary:	Make modifications to the effluent sample pump located at the effluent meter station at Walnut Creek Wastewater Treatment Plant. Modify the effluent sample pump system to improve performance and to be more operator and maintenance friendly and safe. Modify the sample pump suction location, install a spare pump, put the pump on rails, and electrical upgrades.
