THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com.

The City of Springfield, through its Department of Parks, Buildings & Recreation Management – Facilities Division, is seeking electronic bids for renovations at the following Springfield Public Schools from Prime Contractors and Filed Sub-Bidders through biddocsonline. Bidding procedures are per Massachusetts General Laws Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, “General Contractor.” Filed sub-bidders must be DCAMM certified for the trades listed, and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and signed DCAMM Sub-Bidder’s Update Statement.

Bids for Prime/General Contractor will be received until 2:00 PM on March 14, 2025, publicly opened, forthwith online.

Filed sub-bids for 25-130 for the trades listed below will be received until 12:00 PM on March 7, 2025, and publicly opened, forthwith online.

Bid 25-130 – The renovations to Arthur Talmadge Elementary School include the provision of labor and materials necessary to complete the renovations required for the installation of a walk-in cooler/freezer. Estimated value of the contract is approximately $670,000.00. It is strongly encouraged to attend a site visit on 2/27/25 at 9:00 A.M. at 1395 Allen St, Springfield, MA 01118. The meetings will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications.

Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on 2/28/25 for filed sub bidders and by close of business on 3/7/25 for general bidders in order to be considered. The City of Springfield goal of twenty percent (20%) MWBE participation applies. This project is subject to the City’s Responsible Employer Ordinance. Massachusetts DLS Wage rates will apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
