STATEMENT OF PURPOSE
The City of American Canyon is soliciting proposals from qualified firms or individuals ("Proposer") to rehabilitate and replace a portion of the water treatment plant underdrain and filtration system which in general includes replacement of media in filter beds 1 and 2, under drain piping, lateral piping, surface wash piping, surface wash arms and four flap gates, all existing and new metal components epoxy coated to AWWA Standards. All proposers must hold a valid Class A - General Engineering Contractor license issued by the Contractors State License Board. More details on the City's needs for this work are provided in the scope of work.
Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Consultant."

Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous:

The Conventional Water Treatment Plant designed and constructed to treat and produce two million gallons per day (2.0 MGD). Raw Water received from the State Water Project (SWP), North Bay Aqueduct (NBA). The Conventional Water Treatment Plant annexed to the city American Canyon which became incorporated in year 1992. To meet potable water demands in year 2005 American Canyon added a 3 MGD, Zenon Ultra-Filtration Membrane Treatment Plant.
The plant flow design consist of flocculation basins, clarifier basins and filter basins. The filter basin is 462 square feet, water depth 6 feet, five inches with a total media depth of forty-nine inches. Current media from bottom to top consists of silica gravel depth ten inches, high density support gravel nine inches, high density support sand depth three inches, intermediate sand depth nine inches and coal depth eighteen inches. The specification of media size is referenced on the original construction drawings that will be provided.
