Description:

The Borough of Lansdale will utilize electronic bidding to receive sealed bids for the W. 5 th Street Park Rehabilitation project. Sealed bids must be submitted online through the PennBid electronic procurement program prior to 6/11/2025 at 10:00 AM EST, at which time they will be opened and read aloud at the offices of Remington and Vernick Engineers at 555 Croton Road, Suite 401, King of Prussia, PA 19406.

This project is funded in part by the Community Conservation Partnerships Program administered by Pennsylvania Department of Conservation and Natural Resources (DCNR) and Montgomery County Office of Housing and Community Development’s Community Development Block Grant (CDBG).

Bidders are required to provide Bid Security in an amount equal to 10% of the total amount bid.  Bid Security may be provided in the form of a certified check or a bid bond issued by a Surety Company licensed to transact such business in the Commonwealth of Pennsylvania.

The contract is subject to the requirements of Section 3 of the Housing and

Urban Development Act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD

assistance of HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low-income persons, particularly persons who are recipients of HUD assistance for housing.

Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Bidders are required to comply with the Davis Bacon labor standards.

Upon award of a contract, the Successful Bidder shall provide a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the awarded contract value.  Upon completion of the contract, the Successful Bidder shall provide a 2-year Maintenance Bond in the amount of 100% of the final contract value.

Only the Successful Bidder for a contract will be responsible for payment of a fee to PennBid and for bearing the cost thereof.  The amount of the fee due to PennBid is either 1/3% (0.0033) of the initial contract award amount for fixed fee contracts or 1/6% (0.00166) of the expected contract value for term contracts and will be invoiced by PennBid to the successful bidder upon award of a contract by the Local Contracting Unit.  The minimum fee is set at $150.00, and the maximum fee is capped at $6,000.00.

The Borough of Lansdale reserves the right to reject any or all Bids or to waive any informalities or irregularities in the bidding when, in the opinion of the Borough, such rejections or waivers shall be to its interest or advantage.

Prior to awarding the contract, bids may be held by the Borough for a period not to exceed sixty (60) days from the date of bid openings for the purpose of reviewing the Bids and investigating the qualifications of bidders.

There will be a non-mandatory Pre-Bid Meeting held on 6/04/2025 at 11:00 AM EST at the Borough of Lansdale located at 1 Vine Street, Lansdale, PA 19446.
