until 2:00 p.m. local time on Tuesday, May 6, 2025, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government.
The project consists of the following major work items:
Zone 1: Highlands Area
The Zone 2 project area generally includes the area bounded by O’Malley Drive and Delphinium Drive, between 15th Street W. and Azalea Lane. The work in Zone 1 includes about 8,400 linear feet of 8-inch, 10-inch, and 12-inch sanitary sewer main (both open cut replacement and CIPP lining the existing sewer main), manholes, service reconnections, and associated work.
Zone 2: Southside Area
The Zone 2 project area generally includes the area bounded by S. 36th Street and S. 26th Street between 5th Avenue S. and 7th Avenue S. The work in Zone 1 includes about 4,100 linear feet of 15-inch, 18-inch, and 21-inch sanitary sewer main (CIPP lining the existing sewer main), manholes, service reconnections, and associated work.

. Contractors submitting a bid must be on the Engineer’s plan holders’ list, which requires purchasing the contract documents from QuestCDN.
There will be a non-mandatory Pre-Bid Conference at the office of Public Works – Beartooth Conference Room, 316 N. 26th Street – 5th Floor, Billings, MT 59101 at 2:30 P.M. on Monday, April 28, 2025. Interested Contractors are encouraged to attend.
CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.
No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, May 6, 2025.
