INVITATION TO BID


Separate sealed bids for the construction of Briarwood H2S Mitigation System will be received by the Billings City Clerk, 210 N. 27th Street, Billings, MT 59101, P.O. Box 1178, Billings, MT 59103, or bids@billingsmt.gov For security reasons, you must enable JavaScript to view this E-mail address. until 2:00 PM local time on Tuesday, March 5th, 2024, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government.


The project consists of:

Purchase and installation of an H2S mitigation system, which consists primarily of a dual wall chemical storage tank, chemical dosing pump skid (package system), safety showers, as well as all associated plumbing, electrical, and I&C equipment.

Sitework – installation of tank foundation, pump skid foundation and fencing

There will be a Pre-Bid Conference held in the Billings Operations Center Conference Room, located at 4848 Midland Road. The Pre-Bid Conference will be held at 10 AM on Wednesday February 21st. Interested CONTRACTORS are encouraged to attend. An onsite tour, located at 3601 Briarwood BLVD, Billings, MT, will be given after the pre-bid meeting for all interested parties.


CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.


Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.


No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM local time, Tuesday, March 5th, 2024.
