DOCUMENT 001113 - ADVERTISEMENT FOR BIDS
Sealed bids will be received for the following project: 240 W Main Street Historical Facade
Improvements in the office of the Norristown Department of Planning & Municipal Development, 235
East Airy Street, Floor 2, Norristown, PA 19401, on or before Wednesday, June 24, 2026 @ 4:00 pm
prevailing time. Bid Proposals received after the time and date specified WILL NOT be considered.
Bids will be publicly opened promptly at the same location.
Bids must be submitted on the forms furnished herein and shall be enclosed in a sealed envelope, bearing
the name and address of the bidder on the outside, addressed to the Municipality of Norristown, and
plainly marked "240 W Main Street Historical Facade Improvements, ATTN: Jayne Musonye".
A mandatory Pre-Bid Conference will be held at the project site on Wednesday, June 10, 2026, at
10:30 am; project site address is: 240 W Main Street, Norristown, PA 19401.
Work includes but is not limited to:
- Wood cornice restoration, masonry cleaning, door replacement, and exterior facade improvements.
Bidders must be properly licensed under the laws governing their respective trades and be able to obtain
insurance required for the Work. Insurance in a form acceptable to Owner will be required of the successful
Bidder.
The Contractor shall comply with all Federal, State, County, and Municipal requirements specified in the
Bid Package.
All documents and solicitation details are available at any time at the Municipality of Norristown's
website: (Norristown.org/bids.aspx) Project drawings and documents are available for inspection at the
offices of the Norristown Department of Planning & Municipal Development. Copies of the Contract
Documents may be obtained from the Norristown Department of Planning & Municipal Development for
a NON-REFUNDABLE charge of ten dollars ($10.00) per set. (Contract Documents will be e-mailed
for no charge). Contract documents may not be reproduced or transferred without the written permission
of the Norristown Department of Planning & Municipal Development.
The project Architect is Landmarks LGA, (LM). All questions must be submitted via email to Amy

questions will be received or responded to by phone. All questions must be submitted prior to
Wednesday, June 17, 2026, at 5:00pm ET. No questions will be addressed after that date and time.
Consideration will be given to bids received from qualified bidders that perform quality work for the
lowest responsible price. The Owner is not obligated to accept the lowest bidder. The Owner reserves the
right to accept or reject any or all Bids, or any part of a Bid, and to waive informalities, and to award the
Bid in the best interest of the Owner.
Bids must be submitted unconditionally. No Bid may be withdrawn for sixty (60) days following the

DOCUMENT 002113 - INSTRUCTIONS TO BIDDERS
PART 1 - GENERAL
1.1 GENERAL REQUIREMENTS
A. The following information and instructions relate to the proper form and method for the
submitting of bids, the accompanying surety, provisions for the letting of Contracts, and other
related matters prior to execution of the Contract Documents.
1.2 DEFINITIONS
A. Bidding Documents include the Bidding Requirements and the proposed Contract Documents.
The Bidding Requirements consist of the Advertisement to Bid, Instructions to Bidders, the bid
form, and other sample bidding and contract forms.
B. The proposed Contract Documents consist of the form of Agreement between the Owner and
Contractor, Conditions of the Contract, Drawings, Specifications, and all Addenda issued prior
to the execution of the Contract.
1.3 GOVERNING LAWS AND REGULATIONS
A. The successful Bidder on this Contract will be required to comply with all applicable local,
State, and Federal laws, including those relating to safety, wage rates, employment,
environmental protection and restoration of disturbed areas.
B. If, during the interval between advertisement and the submission of bids, a prospective Bidder
shall find any provision which is in conflict with a Federal or State law or regulation or with a
law or ordinance of the municipality or other local authority, he shall at once notify the Owner.
If the Contract Documents are in error or require clarification, correction or clarification will be
made by Addendum to the Contract Documents.
C. Equal Employment: Bidders are advised of the requirement for ensuring the employees and
applications for employment are not discriminated against because of their race, creed, color, or
national origin.
D. OSHA: Bidders are advised of the requirement to comply with the Federal Occupational Safety
and Health Act of 1970.
1.4 BIDDING DOCUMENTS
A. Distribution
1. Complete sets of the Bidding Documents may be obtained from the source identified in
the Advertisement for Bids. No partial sets will be issued. Bidding Documents issued to a

planholder are not transferrable to another bidder or company without the consent of the
Owner. Complete sets of Bidding Documents must be used in preparing bids; neither the
Owner nor the Architect assumes any responsibility for errors or misinterpretations
resulting from the use of incomplete sets of Bidding Documents.
B. Examination of Contract Documents and Visit to the Site
1. Before submitting a bid, Bidders shall carefully examine the Contract Documents,
including the Plans and Specifications, shall visit the site of the work, and shall fully
inform themselves as to all existing conditions and limitations and shall include in their
bid a sum sufficient to cover the cost of all items required by the Contract Documents or
which can be determined by a visit to the site.
2. The Bidder must consider federal, state, and local laws and regulations which may affect
the cost, progress, performance, and time required to properly complete the work. It is the
Bidder's responsibility to promptly notify the Owner or Architect of all conflicts, errors,
ambiguities, or discrepancies which the Bidder has discovered in or between the Contract
Documents and such other related documents.
3. Submission of a bid will constitute an incontrovertible representation by the Bidder that
the Bidder has complied with every requirement of this Paragraph, that without exception
the Bid is premised upon performing the work required by the Contract Documents and
applying the specific means, methods, techniques, sequences, or procedures of
construction that may be shown on indicated or expressly required by the Contract
Documents, that Bidder has given the Architect written notice of all conflicts, errors,
ambiguities, and discrepancies that Bidder has discovered in the Contract Documents and
the written resolutions thereof by the Architect is acceptable to the Bidder, and that the
Contract Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for performing the work.
C. Modification or Interpretation of Bidding Documents
1. If any person contemplating submitting a Bid is in doubt as to the true meaning of any
part of the Drawings, Specifications, or other Contract Documents, or finds discrepancies
in or omissions from the Drawings or Specifications, he may submit to the Owner a
written request for an interpretation or correction thereof. The person submitting the
request will be responsible for its prompt delivery. Any interpretation or correction of the
documents will be made only by Addendum duly issues and a copy of the Addendum
will be delivered to each person receiving a set of the Contract Documents. The Owner
will not be responsible for any other explanations or interpretations, including oral
interpretations, of the Contract Documents.
2. All requests for interpretation must be received by the Architect on the date outlined in
the Advertisement for Bid.
D. Substitutions
1. Bidders shall base their bids only on the use of materials and products which are
specified either the Drawings, Specifications, or in any Addenda issued prior to the bid
date.

1. If a Bidder wishes to use unspecified products which in his opinion are the equivalent of
specified products and if substitutions are not prohibited, he shall submit a request for
such use to the Owner/Architect at least 10 days prior to the bid opening.
2. This request shall include:
a. The name of the material or equipment specified in the Bidding Documents;
b. The reason for the requested substitution
c. A complete description of the proposed substitution including the name of the
material or equipment proposed as the substitute, performance and test data, and
relevant drawings; and
d. Any other information necessary for an evaluation to demonstrate the equivalency
and compatibility of the product.
3. The burden of proof of the merit of the proposed substitution is upon the proper. The
Architect's decision of approval or disapproval of a proposed substitution shall be final.
4. If the Architect determines that the product can be included in the bid, a written
Addendum will be issued to all Bidders on record indicating the product's acceptability.
F. Addenda
1. Any addenda issued during the time of bidding or forming a part of the Contract
Documents issued to the Bidder for the preparation of his Bid, shall be covered in the
Bid, and shall be made a part of the Contract. Receipt of each Addendum shall be
acknowledged, and a signed copy shall be included with the bid.
1.5 BIDDING PROCEDURES
A. Bid Form
1. The Bidder shall make his Bid on the blank Bid Form provided in Section 004113.
a. The Bidder shall submit bids for each item shown on the Proposal Form and shall
state the bid price, in ink in both words and figures, and if any difference should
exist between the written words and the figures, the written word price will prevail.
B. Preparation of Bids
1. All names of persons signing the Bid must be printed or typed below the signature. The
Bid shall contain acknowledgement of receipt of all Addenda and, where requested,
receipted copies of said Addenda shall accompany the bid.
2. The Bidder shall show on the Bid Form his business address and form of business
organization and, except in the case of a corporation, the full names and addresses of all
persons interested with him in the Bid, and shall give such other information as may be
called for.
a. In the case of corporations, the names and addresses of corporate officers shall be
provided.
3. The Employer Identification Number of each bidder (or Social Security Number if the
Bidder is an individual) shall be provided.

a. If the Bidder is an individual, the Bid shall be signed by the Bidder or by some
person whom the Bidder shall have authorized by a properly executed Power of
Attorney to sign the Bid for him.
b. If the Bid is a partnership, the Bid shall be signed by one of the partners or by some
person whom the partnership shall have authorized to sign the Bid for it by a
properly executed Power of Attorney.
c. If the Bidder is a corporation, the Bid shall be signed by an officer of the
corporation or by some other person authorized by a proper Resolution of its Board
of Directors, regularly adopted, to sign the Bid for it.
d. In the same manner, the Bidder shall also fill out and sign such other forms
attached to the Bid form as may be required.
e. All such signatures shall be properly witnessed.
5. Any Bid which, in the Bid Form itself or in any of the accompanying papers, is
unintelligible or which exhibits any erasure or other mutilation or written memoranda
qualifying the same or is not properly signed or otherwise not properly made up will be
considered as informal and may be rejected for that reason alone.
C. Submission of Bids
1. Separate and sealed bids will be received by the Owner as indicated in the Advertisement
for Bids.
2. No bids will be accepted after closing time for receipt of bids.
3. The right is reserved, as the interest of the Owner may require, to reject any and all bids,
and/or to disregard any informality in bids received.
4. Certain matters are considered "material elements" of the bid and may not be waived,
such as failure to sign the Bid, missing or inadequate Bid Security, and any other items or
attachments which are identified in the Documents as being required to accompany the
bid.
5. The Owner may hold all bids for the time specified in the Advertisement for Bids. Unless
otherwise specified, bids may not be withdrawn for a period of 60 days from date of
opening, except in cases where additional time is mandated due to project financing or
governmental agency revies, in which case bids may be held for a period of 120 days.
The Owner may request, and the Bidder may grant extensions in increments of 30 days
beyond the 120-day maximum.
D. Modification or Withdrawal of Bid
1. Any Bidder may modify his bid at any time prior to the scheduled closing time for receipt
of bids, provided modification is received by the Owner prior to the closing time.
2. Bidders may withdraw Bids at any time before bid opening, but may not resubmit them.
3. Apparent low Bidders who can prove that clerical or mathematical errors caused their bid
to be lower than intended can withdraw their Bid within two business days from the time
of bid opening, in accordance with PA Act #4-1974, without losing their Bid Security;
however, any such Bidder withdrawing his Bid will not be permitted to rebid on the
project, and may also be subject to paying the costs of resubmitting the project to
bidding, in accordance with Act #4-1974.
4. Bids may be withdrawn after the bid opening if award has not been made within sixty
days, or as otherwise indicated in the Advertisement to Bid.

1.7 CONSIDERATION OF BIDS
A. Opening of Bids
1. Bids will be opened and publicly read aloud at the time and place set forth in the
Advertisement for Bids.
B. Rejection of Bids
1. The Owner reserves the right to reject any or all Bids when such rejection is in his
interest and to reject any Bid for one or more of the following:
a. The Bidder fails to furnish any of the information required pursuant to the
Instructions to Bidders.
b. The Bidder mis-states or conceals any material fact.
c. The Bid does not strictly conform to law or to requirements of the Contract
Documents.
d. The Bid is conditional.
e. The Bid is incomplete (by reason of, for example, failure to submit required
documentation described herein.)
f. The Bidder, or any of his Subcontractors, are deemed unqualified to undertake the
work.
C. Acceptance of Bid (Award)
1. After all bids submitted have been properly evaluated and compared and any adjustments
have been made, the Owner may either reject all bids or award the Contract to the lowest
responsive and responsible Bidder. The Owner may consider the qualifications and
experience of Bidders and proposed Subcontractors and Suppliers when evaluating bids.
The Owner may also consider all aspects of any proposed substitutions by Bidders of
materials and equipment specified and the effect of such substitutions on the operating
costs, maintenance requirements, performance and guarantees associated with the work.
If the contract is to be awarded, it will be awarded to the lowest responsive and
responsible Bidder whose evaluation by the Owner indicates to the Owner that the ward
will be in the best interests of the project.
2. After the Owner has ascertained the successful bidders, he shall send a Notice of Award
of Contract to each bidder to whom a Contract has been awarded.
3. In case of failure or refusal of an accepted Bidder to enter into a Contract within ten days
after the issue date of the Notice of Award, the bidder will be considered as having
abandoned the Contract. In such event, the bidder shall be liable for and agrees to pay the
Owner, on demand, damages for such failure or refusal. Such damages shall be the
difference between the price bid by him and the price for which such contract shall
subsequently be relet, plus the cost of such reletting, plus any other consequential
expenses and damages.

1.8 FORM OF AGREEMENT BETWEEN OWNER AND CONTRACTOR
A. The Contract will be issued by the Owner to the successful bidder. The retainage under the
Contract shall be ten percent (10%) of each payment request.
1.9 EXECUTION OF THE CONTRACT
A. Within ten days after the Notice of Award by the Owner, the successful bidder shall execute
Agreements with and furnish required bonds, certificates of insurance, and other forms to the
Owner and Architect as set forth in the Project Manual.
B. The Owner retains the right to issue extensions to the said 10-day filing time as it deems to be
in its best interest. When extensions are granted to the time allotted to the Contractor for return
of executed Contract Documents, the contract time begins to run no later than 45 days
following issuance of the Notice of Award.
