1. DISCLAIMER:This is a Sources Sought Notice for market research and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSALS (RFP), QUOTATIONS, OR AN INVITATION FOR BIDS. No solicitation is currently available. This notice does not constitute a commitment by the Government to issue a solicitation, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this notice are solely at the responding party's expense.
2. BACKGROUND AND OBJECTIVE:The U.S. Army Engineering and Support Center, Huntsville (CEHNC) is conducting market research to identify qualified and capable sources to provide Fuel Program Preventive Maintenance and Corrective Maintenance (PMCM) services in support of the North Atlantic Division – Air Force (NAD-AF).
The Government is determining if there are sources capable of assuming this requirement immediately upon award to prevent a lapse in critical fuel systems maintenance support. The anticipated Period of Performance (PoP) for this requirement is 336 days in total, structured as a 66-day base period and three 90-day option periods.
3. SCOPE OF WORK: The contractor shall provide all labor, management, supervision, quality control, transportation, supplies, vehicles, tools, materials, facilities, equipment, and incidentals necessary to conduct preventive and corrective maintenance on capitalized funded petroleum facilities and petroleum systems.
The services ensure these systems remain in compliance with all applicable codes, criteria, and regulations identified in the Performance Work Statement and include maintenance scheduling, records management, service order tracking, and use of Resident Management System Contractor Mode (RMS CM) and a Computerized Maintenance Management System (CMMS).
4. ANTICIPATED PERIOD OF PERFORMANCE:
The anticipated Period of Performance (PoP) for this requirement is 336 days in total, structured as follows:
a. Base Period (66 Days)
b. Option Period 1 (90 Days)
c. Option Period 2 (90 Days)
d. Option Period 3 (90 Days)
5. SET-ASIDES AND CODES: The anticipated North American Industry Classification System (NAICS) code is NAICS Code, 561210 Facilities Support Services with a small business size standard of $47 Million. The Product Service Code (PSC) is Z1NA. The Government anticipates a firm-fixed-price contract.
6. REQUIRED CAPABILITIES AND MOBILIZATION: The contractor must demonstrate experience performing maintenance and repair of petroleum fuel storage and distribution facilities on federal installations. The requirement requires demonstrated project management, scheduling, engineering, and technical capability; qualified personnel with applicable certifications, licenses, and permits; the ability to obtain installation access for required personnel; and the ability to use RMS CM throughout contract performance. Because this requirement addresses a critical operational need, capable sources must demonstrate the ability to mobilize and begin performance immediately upon award under the 66-day bridge contract.
A pre-solicitation and solicitation announcement may eventually be publicized at the SAM.gov website. Contractors are responsible for monitoring the website for the announcements and for any posted changes or amendments. Be advised that this is a sources sought notice and is not an RFP, nor does it restrict the Government from utilizing a different acquisition approach to award any or all resultant contracts.
7. SUBMISSION INSTRUCTIONS: Interested firms who believe they have the capability to perform this work should submit a capabilities statement attached below. The response will not be used by the Government to either qualify or disqualify prospective contractors, but rather to determine the acquisition strategy.
