This announcement is a Sources Sought Notice. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought Notice is to determine interest and capability of potential businesses. The information obtained from this notice is for market research only and will be used to determine the method of procurement including whether to set-aside the requirement for small business or other set-aside programs.

The U.S. Coast Guard (USCG), Surface Forces Logistics Center (SFLC) is seeking to award a requirements type contract on a sole source basis to American Vulkan Corporation (AVC) with fixed price delivery orders for couplings and elements used on Seaside Buoy tender (WLB-225), Coastal Buoy tender (WLM-175), Medium endurance cutter (WMEC-270), Inland construction tender (WLIC-160) and River Buoy (WLR-75/65) tender class vessels using genuine Original Equipment Manufacturer (OEM) parts. A sole source contract with five one-year ordering periods is anticipated for award. The NAICS Code is 333612 and the small business size standard is 750 employees. SFLC requires the purchase of AVC couplings and elements which is configured on WLB-225, WLM-175, WMEC-270, WLIC-160, WLIC-75 and WLR-75-65 class vessels with parts being manufactured by AVC. The government intends to award one contract for the following Contract Line Item Numbers (CLINs):

For clarification, a coupling provides a flexible connection between a prime mover (such as an engine) and an output device (such as a propeller shafts or generators). A coupling element is a component of the coupling which allows replacement of just the flexible portion of the coupling, eliminating the need to replace the entire coupling.

This notice is being issued to obtain information on what items are available in the market. USCG will enter into a contract with only one vendor; therefore, providing information on only one item will not be acceptable for consideration for future purchases. The Government will allow competitive offers to be submitted; however, all offers must be based on providing genuine OEM parts. Remanufactured or aftermarket parts are not acceptable. The Government DOES NOT possess the necessary data rights, drawings, technical specifications, etc., to supply with this requirement or evaluate alternative parts. This information is proprietary to the OEM. For these reasons, it is anticipated that only components produced by the OEM, whether new or reconditioned, will be accepted. Standard manufacturer warranty is required.

Interested parties must submit the following:

1. Company name, address, POC, UEI, business size status (small, large, 8(a), SDVOSB, WOSB, etc.)


2. Capability to perform work similar to the above support, to include product availability


3. Past performance information to demonstrate successful completion as prime contractor of projects with similar scope and complexity to this requirement. Include contract numbers, project titles, project description, dollar amounts (award and final values), references with email addresses and phone numbers.


4. A positive statement of your intention to submit a quote for the upcoming solicitation as a prime contractor.


5. Proof you can provide the brand name parts in accordance with the OEM standards, processes and data rights; and


6. Evidence of experience in supplying the required items to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. At least two references are requested, but more are desirable.
