Title: Voluntary and Long-Term Kinship Care and Subsidized Guardianship

Bid Synopsis: The Department of Children and Families (DCF) Division of Milwaukee Child Protective Services (DMCPS) administers child protective services in Milwaukee County and works to assure the safety, well-being, and permanence of children. The purpose of this document is to provide interested parties with information to assist in preparing and submitting a proposal to provide services for the Voluntary and Long-Term Kinship Care Assessment (Kinship Care) and Subsidized Guardianship program in Milwaukee County. While similar, Kinship Care and Subsidized Guardianship services have different needs and requirements.

Kinship Care is authorized under § 48.57(3m)(3n), Wis. Stats. and supports a child who lives outside their own home, either temporarily or long term, with a relative or like-kin provider. Kinship Care helps a family support a child in the home of a relative when parent(s)/guardian(s) are unable to for a variety of reasons. With this support, placing a child in a foster home or other out-of-home setting can be avoided.

Subsidized Guardianship (SG) is authorized under § 48.623, Wis. Stats. and is a permanency option for children placed in out-of-home care through the child welfare system that transfers legal authority to a relative or like-kin guardian without terminating parental rights and allowing the guardian to receive a monthly subsidy to care for the child. A caregiver who is appointed guardian of a child by the court has the duty and authority to make important decisions for the child without severing the child’s legal relationship to their parents and other family members.

Because Subsidized Guardianship occurs after a CHIPS case (Child in Need of Protective Services) and the child must be removed from the home, to be eligible to submit a response to this Request for Proposal (RFP), the Proposer must be a Child Placing Agency (CPA) as detailed below.

Responses can be submitted by either:
•        A single Proposer that at the time the response is submitted, is currently licensed as a CPA in Wisconsin; OR
•        Joint responses from two or more organizations are eligible to submit a single response as a proposer consortium so long as one is a Wisconsin licensed CPA, and the staff person(s) assigned to the SG program must be an employee of the Wisconsin licensed CPA. The consortium must have one lead agency, who submits the response on behalf of the consortium and if awarded a contract will be the fiscal agent.
•        For purposes of this RFP, a Consortium includes:
o        2 or more providers one of which must be a CPA and employ and supervise the SG staff.

The State as represented by DCF intends to use the results of this RFP to award a single contract for Kinship Care and Subsidized Guardianship services.
