Bid Attributes
1 Evaluation Criteria
The evaluation of this RFP/RFQ may be based upon, but not limited to:
Demonstrated ability to provide quality services as evidenced by references
Contractors experience providing like services, especially with similar higher education institutions
Quality of services provided including program experience, model, process, enrollment, ease of usage, and
communications
Implementation support and timeline
Quality of customer and employee support offered
Billing management/Invoicing and reimbursements
Ability to meet University's IT requirements and integrations (if needed)
Read and understood

2 Term of the Contract
The initial term of the contract will begin upon the effective date of the awarded contract through December
31,2026.
The contract may be renewed for five additional one-year periods upon mutual written consent. Companies may
present pricing incentives for renewals that are longer than one-year in the Line Items tab.

3 Company Presentations
The University reserves the right to request an on-site or virtual presentation of the proposed services and system
offered in response to this RFP. No date has been set for presentations.
4 Background
Iowa State University (ISU) is located in Ames, Iowa with extension offices and research centers throughout the
state. ISU has approximately 6,800 benefits eligible employees. Information about ISU's current employee benefits
options can be found at the following website: https://hr.iastate.edu/employee-benefits.
In a survey distributed to employees in 2022, employee sentiment toward voluntary benefits was high. University
Human Resources (UHR) is conducting this RFP to consider voluntary benefits as an additional option for
employees. Voluntary benefits will be designed to be fully expensed to the employee for any participation. Any costs
associated with the administration of the voluntary benefits will be born by the participant. ISU would support the
payroll deduction and transmission of dollars to the vendor and overall vendor management. UHR is seeking a
vendor that sources voluntary benefit vendors and manages voluntary benefits administration on behalf of ISU. UHR
is not interested in procuring individual lines of coverage.
