A. PROJECT BACKGROUND
The City of College Park ("the City") seeks a qualified professional consulting firm
or multidisciplinary team to serve as its Safety Action Plan Consultant for
development of a City-wide Comprehensive Safety Action Plan (CSAP) under the
United States Department of Transportation Fiscal Year 2024 Safe Streets and Roads
for All (SS4A) Program.
The CSAP will serve as the City's principal framework for reducing roadway
fatalities and serious injuries across all transportation modes while functioning as an
implementation-oriented roadmap for measurable safety improvements. The plan will
establish Vision Zero objectives; identify, prioritize, and recommend evidence-based
safety strategies for pedestrians, bicyclists, transit riders, motorists, and
micromobility users; and advance actions consistent with the Safe System Approach.1
The CSAP will define actionable priorities, support near-term safety interventions
through demonstration projects, and position the City to compete for future federal
and state implementation funding opportunities. The selected consultant will function
as a project steward to assist the City in developing a practical, data-driven plan that
can be maintained and advanced by City staff beyond completion of the SS4A grant
period. The CSAP will evaluate safety conditions across the entire City, including
corridors under shared or adjacent jurisdiction, with coordination led by the City in
partnership with the State of Maryland, Prince George's County, Washington
Metropolitan Area Transit Authority (WMATA), and the University of Maryland, and
supported by the consultant for technical analysis, interagency coordination, and
documentation activities.
Respondents should demonstrate experience developing federally compliant safety
action plans, conducting data-driven roadway safety analysis, supporting
environmental screening documentation, facilitating public and stakeholder
engagement, and managing multi-phase planning efforts under federal grant
programs. Familiarity with federal requirements applicable to SS4A-funded planning
activities, including 2 CFR Part 200 and applicable conflict-of-interest provisions, is
expected. Consultants involved in preparation of planning or environmental
documentation must disclose any actual or potential organizational conflicts of
interest, which will be reviewed by the City in accordance with applicable federal
guidance.

B. PROJECT BUDGET
A total of $675,000 in SS4A funding was awarded, as shown in Exhibit 2- Grant
Agreement. Of this amount, $450,959.00 is dedicated to development of the CSAP
and associated planning-level activities, and $218,750.00 is reserved for future
demonstration project implementation activities, including construction,
installation, and material procurement to be performed under a separately procured
construction contract.
This solicitation consists solely of professional planning, analytical, engineering-
support, environmental documentation support, and administrative services associated
with CSAP development and demonstration project planning and evaluation - see
Exhibit 1 - Grant Narrative. Construction, installation, and material procurement
are expressly excluded from this procurement and will be performed under a
separate contract.
C. DEPARTMENT BACKGROUND
The City is a small municipal government with limited internal staffing capacity
dedicated to long-range planning, transportation safety, and federal grant
administration. The Planning and Community Development Department consists of
four professional staff responsible for planning, community development, and grant
coordination functions. Engineering oversight is provided by two staff responsible for
coordination of Complete Streets2 projects and external engineering consultants.
Accordingly, the City relies on qualified professional consultants to provide
specialized technical expertise necessary to implement federally funded safety
initiatives in compliance with federal and local regulations.
D. SCOPE OF SERVICES
To be considered responsive, respondents must meet the following minimum
qualifications:
* Demonstrated experience completing at least two (2) transportation safety
planning projects of similar scope and complexity within the past five (5) years.
* Experience working on federally funded projects subject to 2 CFR Part 200
requirements.
* Availability of a designated Project Manager with relevant experience in
transportation safety planning and project delivery.

Firms that do not meet these minimum qualifications may be deemed non-responsive
and may not be considered for further evaluation.
Qualified respondents shall provide professional planning, engineering, and technical
services necessary to support development of the City of College Park
Comprehensive Safety Action Plan (CSAP) and associated demonstration project
evaluation activities funded through the FY24 Safe Streets and Roads for All (SS4A)
Program. The precise scope, sequencing, and level of effort will be refined through
contract negotiation and shall be consistent with the SS4A Grant Agreement.
The City anticipates entering into a professional services agreement covering:
* Phase I: Comprehensive Safety Action Plan development and demonstration
planning
* Phase II: Demonstration project evaluation support
Activities shall follow the timelines in the grant agreement, and as further
referenced in Tables 1 and 2. Respondents shall provide a preliminary project
schedule as part of their submission that aligns with the milestone dates identified
herein and demonstrates the proposed sequencing and duration of major tasks,
unless otherwise specified under Project Management and Coordination.

All services shall comply with applicable federal, state, and local requirements, including
the SS4A Notice of Funding Opportunity, Federal Highway Administration guidance, the
executed Grant Agreement (EXHIBIT 2), the Additional Federal Contract Provisions
(EXHIBIT 3) and 2 CFR Part 200. The selected Consultant shall be responsible for
coordination and performance of all subconsultants. The Consultant shall maintain all
records and supporting documentation related to this contract in accordance with 2 CFR
Part 200.334 and shall provide access to such records to the City and authorized federal
and state representatives for audit and compliance review purposes.
1. Project Management and Coordination
Provide overall project management, coordination, and quality control necessary to
deliver required CSAP products within federal performance periods. Services shall
include:
* Coordination with City staff and partner agencies,
* Schedule management, progress reporting, and integration of multidisciplinary
technical work.
2. Stakeholder and Public Engagement
Develop and implement a stakeholder and public engagement program that informs
CSAP priorities and demonstration project selection. Engagement activities shall include:
* Outreach to vulnerable roadway users and communities experiencing elevated
crash risk and document how input informs plan recommendations.
3. Data Collection and Safety Analysis
Compile and evaluate available crash data, roadway characteristics, demographic
information, and relevant adopted plans and policies to establish baseline safety
conditions. Services shall include:
* Development of a transparent methodology for identifying high-injury locations
and systemic safety risks and analysis of crash patterns and contributing factors.
4. Safety Goals, Strategies, and Prioritization
Support development of measurable safety goals consistent with the Safe System
Approach and Vision Zero principles. Identify evidence-based safety strategies and
candidate projects and develop a prioritization framework to guide implementation and
future funding applications.

5. Demonstration Project Planning and Evaluation Support
Assist the City in identifying and refining temporary safety demonstration projects
funded under the SS4A award. Services shall include:
* Plans, Specifications, and Estimates
* Evaluation methodologies, and
* Preparation of technical documentation supporting City-led environmental review.
*Construction and installation services are excluded from this procurement.
6. Performance Measurement and Reporting
The selected firm will be expected to collaborate with the City to develop a performance
measurement framework to monitor schedule, quality compliance, and outcomes aligned
with adopted safety goals and prepare materials supporting federal reporting requirements
and public transparency.
7. Comprehensive Safety Action Plan Deliverables
Prepare draft and final versions of the CSAP suitable for City review and public release.
Deliverables shall include:
* All data, analyses, and supporting documentation developed under this contract
shall be provided in formats suitable for submission to the City and for ongoing
City use and future updates. Deliverables shall include supporting technical
documentation, data files, GIS materials, and tools, as well as associated
metadata, data dictionaries, methodologies, assumptions, and version information
sufficient to support replication, evaluation, and future updates. Deliverables shall
also be provided in formats suitable for submission to the U.S. Department of
Transportation or other federal agencies, as required for grant reporting,
compliance, and program evaluation, and shall be prepared in a manner consistent
with the data-rights, public-access, and record-use provisions of 2 CFR 200.315.
All records and data shall be maintained in a manner that allows them to be made
available, upon request, to the Federal awarding agency, consistent with the
Federal Government's data-use rights under 2 CFR 200.315(d).
E. SUBMITTAL REQUIREMENTS
To be considered for this project, the consultant must submit an informative Statement of
Qualifications (SOQs) to the City, which includes the following information, organized
in the following manner to facilitate review:

1. Letter of interest signed by an Authorized Representative - The consultant will
provide a cover letter summarizing the experience and qualifications of the firm or
firms to be involved in the project.
2. Firm qualifications and key personnel - A profile of the firm or firms submitting the
proposal, including all contact information, firm size, history, and areas of expertise
relevant to this solicitation. Provide a summary of experience delivering comparable
projects and working under federal funding requirements. Identify the proposed
Project Manager and key team members, including an organizational chart illustrating
roles and responsibilities. Include resumes of individuals proposed for the project
demonstrating relevant credentials and past project experience, as well as the
anticipated level of effort, availability, and percentage of time each key team member
will dedicate to the project.
3. Recommended Approach to Project - The consultant will describe the proposer's
understanding of the project's objectives and challenges, and its methodology or
technical approach to accomplish the scope of services within the required schedule.
Proposer's should describe how they will work with the City to develop and refine
performance measures and reporting frameworks. The project approach may include
a preliminary or notional work plan with major tasks and any innovative approaches
or ideas to add value.
4. Examples of Similar Work - The consultant will provide examples of at least three
other similar projects that it has completed, including references.
5. Disclosures and Certifications - Be registered with the Maryland State Department of
Assessments and Taxation (SDAT). Provide a statement disclosing any past or
pending litigation, claims, or contract disputes involving the firm or any proposed
subconsultants within the past five (5) years. Include disclosure of any actual or
potential conflicts of interest related to this project. Respondents shall also confirm
that the firm is properly registered to conduct business in the State of Maryland and
possesses all required licenses and insurance coverage necessary to perform the
services described herein. Documentation will be requested by the City prior to
contract award.

Two physical copies of the Statements of Qualifications (SOQs) shall be delivered to the
Finance Department, City of College Park, 7401 Baltimore Avenue, College Park,
Maryland no later than September 11, 2026, by 12:00 p.m. Submissions shall be clearly
marked: Vision Zero College Park - RFQ No. CP-27-01.

solicitation shall be issued by written addendum issued by the City. Oral statements,
interpretations, or instructions shall not be binding.
F. REVIEW OF QUALIFICATIONS
City staff will review all Statements of Qualifications (SOQs) for responsiveness to the
requirements of this RFQ. Submissions may be provided by individual firms or
multidisciplinary teams. The evaluation will be based on the information requested in
Section E - Submittal Requirements and the firm's demonstrated ability to perform the
Scope of Services.
The review will consider the qualifications of the firm and key personnel, demonstrated
experience and past performance on comparable projects, and the proposer's
understanding of and approach to the project. Emphasis will be placed on experience
delivering transportation safety planning and engineering services, including data-driven
safety analysis, stakeholder engagement, development of safety strategies, preparation of
implementation-ready design documents (PS&E or equivalent), and experience with
federally funded programs and environmental compliance processes.
The City may shortlist the highest-ranked firms for interviews prior to final selection. The
highest-ranked firm may be invited to submit a detailed cost proposal and enter into
contract negotiations with the City regarding final scope, schedule, and fee. If the City is
unable to negotiate a fair and reasonable agreement with the highest-ranked firm, the City
reserves the right to terminate negotiations and proceed to the next highest-ranked firm.

The City further reserves the right to request additional information, conduct reference
checks, or reject any or all submissions when determined to be in the best interest of the
City.
Respondents will be evaluated based on the following Criteria:
1. Responsiveness and Completeness (10%)
Evaluation will consider the overall quality, clarity, organization, and
completeness of the Statement of Qualifications (SOQ), including adherence to all
RFQ requirements and submission instructions.
2. Firm Qualifications and Key Personnel (20%)
Evaluation will consider the firm's experience delivering similar services, areas of
technical expertise, organizational structure, and the qualifications, roles, and
demonstrated capabilities of proposed key personnel.
3. Method of Approach (25%)
Evaluation will consider the respondent's understanding of the project, including
identification of risks and challenges, and the proposed methodology to complete
the work. Emphasis will be placed on the firm's ability to conduct data-driven
safety analysis, perform stakeholder engagement, develop evidence-based safety
strategies, prepare implementation-ready deliverables, and establish performance
measurement and reporting processes.
4. Demonstrated Experience and Past Performance (25%)
Evaluation will consider the relevance and quality of past projects, including
Comprehensive Safety Action Plans, Vision Zero initiatives, and similar safety
studies. Consideration will also be given to demonstrated outcomes and client
references.
5. Federal Experience and Compliance (10%)
Evaluation will consider the firm's experience with federally funded projects,
including familiarity with SS4A or similar programs, compliance with federal
requirements (e.g., 2 CFR Part 200), environmental review processes (e.g.,
NEPA), and reporting standards.
6. Project Schedule and Availability (10%)
Evaluation will consider the firm's ability to meet the project schedule, including
availability and commitment of key personnel and alignment with anticipated
milestones.
