Description

Minnesota Management and Budget (“the State” or “MMB”) is soliciting proposals from qualified Vision Benefits plan administrators (“Responders” hereafter) to provide Vision Benefits Plans, effective January 1. 2026, with the option to renew for three additional one-year periods.
This solicitation may result in multiple award contracts to qualified Responders. The State anticipates the resulting contracts will be for an initial term of two years beginning January 1, 2026, with the option to renew for three additional one-year periods (as part of the RFP process, Administrators are expected to provide a proposal for administrative fees for the 2026 and 2027 contract years).
Cost proposal instructions: responders must enter a price of $.01 in the Price per Unit field for Line 1 in order to submit a response to the RFP.
Responders must also upload their Cost Proposal as instructed in Section 4 of the RFP.
THIS IS A FORMAL EVENT/SOLICITATION. Responders must submit their bids on the Supplier Portal. No Non-electronic or email responses will be accepted. The response must be submitted no later than the date and time called for in the Finish Time in the Event Details.

Your bid is not submitted until you select the ‘Submit Bid’ button. You will receive a confirmation message when your bid has been submitted. Print and save your confirmation.

If your response does not comply with the solicitation requirements, it will be rejected. The State of Minnesota reserves the right to award items separately, by grouping items, or by total, whichever is deemed most advantageous to the State.
