Vineyard Surface Water Treatment Plant -Sludge Removal

Sacramento County Water Agency (SCWA) invites qualified and experienced waste haulers to submit bids for comprehensive sludge removal and waste collection services at the Vineyard Surface Water Treatment Plant (VSWTP), located at 10151 Florin Road, Sacramento, CA 95829. These services are essential to supporting reliable treatment plant operations, ensuring proper handling of treatment residuals, and maintaining compliance with all applicable regulatory requirements.

The contracted hauler will be responsible for the safe, efficient, and compliant removal, transportation, and disposal of sludge generated from surface water treatment processes at VSWTP. The scope of services includes scheduled sludge removal, as-needed pickups, related documentation and manifesting, regulatory-compliant disposal, and timely reporting.

The anticipated contract term will begin September 21, 2026, and continue through September 20, 2027, with the option to renew annually for up to four additional one-year terms, pending Sacramento County Board of Supervisors approval. Renewals will be contingent upon satisfactory performance, funding availability, and mutual agreement. Final contract execution will be subject to all terms and conditions established by the County’s Contract and Purchasing Services Division, including compliance with applicable laws, safety standards, and prevailing wage requirements.
