PLANNING CONSULTANT SERVICES

The Village of Victor invites the submission of proposals for a professional planning consulting
services from qualified planning firms or individuals with experience in providing professional
services to a small urban municipality desiring to redevelop the community while maintaining its
historical character.
I. SCOPE OF SERVICES:
1. Conduct professional plan review, New York State Environmental Quality Review
(SEQR), and application management in connection with applications for land use, site
plan approval, subdivisions, and related applications and matters brought before the
Planning Board (PB) and Zoning Board of Appeals (ZBA) under general consultation with
the code enforcement officer.
a. Historically, the Village processes approximately 20 PB and 5 ZBA applications annually.
b. Requires familiarity with zoning practices and standards and ability to learn and apply
Village of Victor codes
c. Requires knowledge of NY SEQR regulations and practices
2. Conduct Pre-application meetings for site plan applications with designated officials
3. Produce written reports, technical reviews, comments and recommendations with respect
to PB and ZBA applications;
4. Lead or participate in field trips with the PB and other officials in connection with
the review of application;
5. Render advice in connection with the planning, traffic, local zoning, and NY SEQR
environmental matters;
6. Attend and work collaboratively with the Code Enforcement Officer, Village Engineer
(contract), PB Chair, ZBA Chair, and Mayor to coordinate land development applications
before the Village of Victor.
a. Support agenda management
b. Brief PB Chair and Vice Chair prior to meetings;
7. Provide additional planning services as requested by the Mayor, dependent upon
consultant expertise, but may include

a. Structuring and implementing planning studies and research
b. Conducting zoning analysis for specific sites
c. Writing zoning text to create new or updated regulations
d. Supporting Comprehensive Plan work
e. Conduct urban design studies
f. Support public engagement;
8. Majority of work is anticipated to be related to applications, with meetings as necessary.
II. REQUIRED CONTENT OF PROPOSALS:
1. Description of the firm and description of services of a similar type and scope;
2. Resume of the planner who will be assigned to this scope of work, as well as any assisting
planners, if applicable;
3. The assigned planners’ experiences with similar scopes of work;
4. A one-page narrative explaining the firm’s interest in this scope of work, particular
abilities, and qualifications related to this assignment;
5. Planner’s hourly rates for planning evaluations, preparation of reports, and site inspections
for the calendar years 2026, 2027, and 2028. Provide separate fee schedules to undertake
municipal work and private applicant work.
Please note that all reimbursable expenses (travel, phone, copies, etc.) must be included in
the hourly rates.
III. AWARD CRITERIA
This Request for Proposals is issued pursuant to the Village of Victor’s Procurement Policy adopted
in accordance with General Municipal Law §104-b. The Village has determined that planning
consulting services constitute professional services for which competitive bidding is not required.
Selection shall be based on qualifications, experience, and other factors deemed in the best
interest of the Village.
Proposals will be evaluated based on factors including, but not limited to: experience with similar
municipal planning services, particularly redevelopment in urban settings; qualifications of
assigned personnel; familiarity with New York State land use law and SEQR; demonstrated ability to
work effectively with boards and staff; and the cost and reasonableness of hourly rates.
The Village of Victor retains the right to reject any and all submittals with or without cause. The
Village also reserves the right to consider and rely upon factors other than pricing in its selection
process.
IV. CONFLICTS OF INTEREST
The consultant shall avoid conflicts of interest and shall disclose any private representation

within the Village. The consultant shall not represent private applicants before the Village
boards unless expressly authorized by the Village.
V. TERMS OF CONTRACT
Selected consultant will be required to sign a consultant services agreement which will be for an
initial term of three (3) years with an option to renew, upon mutual consent in writing, for two (2)
additional one (1) year terms.
All SEQR determinations shall remain the responsibility of the Planning Board or other lead
agency.
The selected consultant will be required to maintain professional liability, general liability, and
workers’ compensation insurance in amounts acceptable to the Village.
Any contract awarded pursuant to this RFP shall be subject to the availability of appropriated
funds.
VI. PRE-PROPOSAL QUESTIONS
All questions must be submitted in writing via e-mail, no later than 4:30 pm on January 23, 2026,
to villageclerk@villageofvictorny.gov.
VII. SUBMISSION REQUIREMENTS:
Provide two (2) hardcopies and one USB drive of your proposal no later than 11:00 a.m. on Friday,
February 13, 2026, to:

Facsimile or electronic mail submittals may be submitted to villageclerk@villageofvictorny.gov.
All proposals submitted in response to this RFP shall be subject to disclosure under the New
York State Freedom of Information Law (Public Officers Law Article 6). Respondents should
clearly identify any portions of their proposal which they believe may be exempt from
disclosure; however, the Village of Victor shall make the final determination regarding
disclosure.
Any cost incurred by the respondents in preparing or submitting a proposal or interviewing for this
project shall be the respondents’ sole responsibility.
By submitting a proposal, the respondent certifies that the proposal has been submitted
independently and without collusion.
