NOTICE TO BIDDERS
1. Notice is hereby given that the governing board ("Board") of the Orange Unified School
District ("District") will receive electronically submitted sealed bids for the following
project ("Project" or "Contract"):
2526-979 Villa Park High School Field Renovation 2026
To bid on this Project, the Bidder is required to possess the State of California
contractors' license(s): A or B
2. To bid on this Project, the Bidder is required to be registered as a public works
contractor with the Department of Industrial Relations pursuant to Labor Code section
1725.5. The Bidder's registration must remain active at the time of bid and throughout
the term of the Contract.
3. Contract Documents will be available on or after June 4, 2026, through the PlanetBids
Portal at https://pbsystem.planetbids.com/portal/15578/portal-home "Vendor
Portal". To access the documents, select "Bid Opportunities" and locate the applicable
project title. Downloads are available at no charge. General Project Document
information, will also be posted on the District's website at:
https://www.orangeusd.org/departments/business-services/purchasing
The District does not ensure the availability, accuracy or completeness of plans,
specifications, and any other bid documents related to this bid if they are not obtained
from PlanetBids. It shall be the sole responsibility of the bidder to confirm and ensure
it has received all bid documents for the Project.

submitted through PlanetBids Online Q&A.
5. All bids must be received electronically at or before 2:00 p.m. on July 7, 2026,
via PlanetBids Vendor Portal. After the deadline the bid results will be viewable
online.
6. Pursuant to Public Contract Code section 20111.5, only prequalified bidders will be
eligible to submit a bid for the Project. See Instructions to Bidders and Supplementary
and Special Conditions for further details on which bidders must be prequalified. Any
bid submitted by a bidder who is not prequalified shall be deemed nonresponsive.
In addition, all subcontractors holding an "A" or "B" license, as defined in Public
Contract Code section 4113, and any subcontractor performing work identified in the
subsections of the REQUIRED SUPPLEMENTAL PREQUALIFICATION
REQUIREMENTS form, must also be prequalified. It is the sole responsibility of the
bidder to ensure that all intended subcontractors subject to the prequalification
requirements are properly prequalified prior to submitting a bid.

Prequalification documents AND REQUIRED SUPPLEMENTAL
PREQUALIFICATION REQUIREMENTS are available online with Quality
Bidders at: <https://www.qualitybidders.com/pages/how_it_works>
The deadline for submission of prequalification documents by all prime
contractors, and applicable subcontractors as stated for this Project must be
submitted online to Quality Bidders no later than 4:00 p.m. on June 23, 2026.
Prime contractors, and subcontractors will be notified by e-mail of their prequalification
rating not less than five (5) business days prior to the bid opening date. The Master
list of prequalified prime contractors, and subcontractors will also be posted with the
bid documents via PlanetBids portal.
The estimated value of this project is in excess of $8.0 million; therefore,
requires the prime/general contractor to be prequalified with audited or
reviewed financials to be eligible to bid this project. Interested bidders shall
refer to the District's prequalification requirements on Quality Bidders for all
requirements.
7. All bids shall be on the form provided by the District and shall be accompanied by a
satisfactory bid security in the form of either a bid bond executed by the bidder and
Surety Company, cash, or a cashier's check or a certified check, drawn to the order of
the Orange Unified School District, in the amount of ten percent (10%) of the total bid
price. Said bid security shall be given to guarantee that the Bidder will execute the
contract as specified, within seven (7) calendar days after the date of the Notice of
Award. Each bid must conform and be responsive to all pertinent Contract Documents,
including, but not limited to, the Instructions to Bidders.
8. A MANDATORY pre-bid conference and site visit will be held on June 16, 2026, at
9:00 a.m. at Villa Park High School 18042 Taft Avenue, Villa Park, California 92861.
Bidders shall meet on Santiago Boulevard (back side of school), in the parking lot
adjacent to the Track and Field. An aerial map of the school site depicting the meeting
and parking area will be posted with this Project on PlanetBids. Failure to attend the
entire conference or tardiness will render the bid ineligible.
9. The successful Bidder shall be required to furnish a 100% Performance Bond and a
100% Payment Bond if it is awarded the Contract for the Work.
10. The successful Bidder may substitute securities for any monies withheld by the District
to ensure performance under the Contract, in accordance with the provisions of section
22300 of the Public Contract Code.
11. The successful bidder will be required to certify that it either meets the Disabled
Veteran Business Enterprise ("DVBE") goal of three percent (3%) participation or made
a good faith effort to solicit DVBE participation in this Contract if it is awarded the
Contract for the Work.
12. The Contractor and all Subcontractors under the Contractor shall pay all workers on
all Work performed pursuant to this Contract not less than the general prevailing rate
of per diem wages and the general prevailing rate for holiday and overtime work as
determined by the Director of the Department of Industrial Relations, State of
California, for the type of work performed and the locality in which the work is to be
performed within the boundaries of the District, pursuant to section 1770 et seq. of

the California Labor Code. Prevailing wage rates are also available on the Department
of Industrial Relations ("DIR") website at: <http://www.dir.ca.gov>.
13. This Project is subject to labor compliance monitoring and enforcement by the
Department of Industrial Relations pursuant to Labor Code section 1771.4 and subject
to the requirements of Title 8 of the California Code of Regulations. The Contractor
and all Subcontractors under the Contractor shall furnish electronic certified payroll
records directly to the Labor Commissioner weekly and within ten (10) days of any
request by the District or the Labor Commissioner. The successful Bidder shall comply
with all requirements of Division 2, Part 7, Chapter 1, Articles 1-5 of the Labor Code.
14. The District shall award the Contract, if it awards it at all, to the lowest responsive
responsible bidder based on:
A. Total Base Bid amount only.
15. The Board reserves the right to reject any and all bids and/or waive any irregularity in
any bid received or in the bidding. If the District awards the Contract, the security of
unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award
is made. Unless otherwise required by law, no bidder may withdraw its bid for ninety
(90) days after the date of the bid opening.
