Veterans Memorial Parkway Extension - Clearing & Grubbing for Advance Utility Removal/Relocations
The purpose of this project is for the clearing and grubbing of the existing and proposed right-of-way for the Volusia County Veterans Memorial Parkway Extension (VMP) project followed by advanced utility removal/relocations work. Not all areas within the project limits require clearing and grubbing as a part of this construction contract.
The Clearing and Grubbing part of this contract contains instructions for the following activities occurring in the VMP Extension project:
- The clearing and grubbing of all areas within the new right-of-way of VMP, as well as within the temporary construction easements (TCE) adjacent to the new right-of-way with the exception of areas that are not depicted as such in the plans.
- The clearing and grubbing of all areas within the new right-of-way of Kentucky Avenue as well as the TCE adjacent to the new right-of-way with the exception of areas that are not depicted as such in the plans.
- The clearing and grubbing of a portion of east side of existing Kentucky Avenue where the new roadway will tie in.
- The clearing and grubbing of Pond Parcel #100 from the limits of the new VMP/Kentucky Avenue right-of-way to the existing tree line on the west side of existing Kentucky Avenue.
- The clearing and grubbing of the western roadside of existing Kentucky Avenue to the western limits of the existing or proposed VMP/Kentucky Avenue right-of-way, whichever is further west, with the exception of the area that is not depicted as such in the plans.
- The clearing and grubbing of the eastern roadside of existing Kentucky Avenue only where depicted as such in the plans.
- The Contractor is to follow standard clearing and grubbing Best Management Practices (BMP) at all times, as dictated in the State of Florida Erosion and Sediment Control Design and Reviewer Manual.
- The Contractor shall abide by all the terms, conditions, requirements and limitations set forth in all permits. A Gopher Tortoise Survey shall be conducted by an Authorized Gopher Tortoise Agent within 90 days prior to start of construction work. A Gopher Tortoise Relocation Permit with FWC may be required depending upon the number of burrows located. The Contractor shall be responsible for all costs associated with the survey, excavation and relocation of gopher tortoises to an Authorized Gopher Tortoise Recipient Site.
The Utility Removal/Relocations part of this contract will involve advance removal and/or relocation of existing underground or above ground utilities within the existing and proposed right-of-way for the successful future construction of Volusia County’s Veterans Memorial Parkway Extension (VMP) project. The VMP Extension plans are solely to assist the Contractor in assessing the nature and extent of the existing conditions and convey the intent of the construction plans. The Contractor is responsible for any and all utility protection, preservation of service, utility adjustments, and coordination of all relocations required for the successful future construction of the VMP Extension project, including utilities which may not be shown on the VMP Extension plans. There will be no additional cost to the County for any impacts to the Contractor’s work activities or work schedules as a result of utility protection, preservation, adjustments, or removals.
The Contractor is responsible to investigate the existing site conditions including all surface and subsurface conditions, existing features and infrastructures, all available reports and records the work required, and all other conditions that may affect the successful completion of the Clearing and Grubbing and Advance Utility Removals/Relocations work prior to submitting a construction bid and again prior to commencement of these construction activities.
