INTRODUCTION
The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate on a sole source basis with Applied Physical Electronics, LC (APELC) (CAGE: 1DUK4) for the modification of the Vertical Electromagnetic Pulse Simulator (VEMPS).
GENERAL INFORMATION
The present day VEMPS pulse generator and control system was developed and fielded between November 2014 and September 2016. The current VEMPS system is not capable of reaching test standards at its current capability. NAWCAD requires the VEMPS system to be modernized to meet new testing standards.
APELC is the original designer, developer and manufacturer of the VEMPS, a system singularly unique in its class with a pulse forming network tailored specifically to the NAWCAD antenna and working volume. Therefore, APELC is the only source qualified to undertake this modernization due to their knowledge and experience with the current design as well as their expertise specific to proprietary components contained within the system’s pulse forming network.
There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
