Vendor Service Contract for Psychological Evaluations & Appeal Process Handling for Entry-Level Police, Fire, and Emergency Communications Department Positions

Project Description: The City of Milwaukee Fire and Police Commission is seeking proposals from qualified parties to provide pre-employment psychological evaluations and appeal services for candidates for sworn and selected civilian positions in the Police and Fire Departments. Evaluation services include administering and scoring standardized written psychological test batteries. Appeal services are for candidates who receive a non-recommendation for hire and choose to appeal that finding.
The appeal contractor must be independent of the contractor performing the pre-employment psychological evaluations; therefore, a single contractor may not hold both contracts.
Contracts will have a term of three (3) years, with an anticipated start date of 06/01/2026 through 05/31/2029, with two (2) options to extend for one (1) year upon mutual agreement.
