I. Introduction
The City of Bangor, Maine is hereby soliciting sealed proposals for removal of current
vehicle wash system and replacement with a new vehicle wash system. Proposals will be
lump sum with inclusive materials, delivery, labor and permitting.
II. General Information
General information is available on the City’s website at the following web address:
www.bangormaine.gov/proposals. By submitting a response to this solicitation, the
Proposer accepts the responsibility for downloading, reading and bidding by the terms
and conditions set forth in the City’s “General Information for Vendors.”
In your proposal, please specify whether you currently have, or are in the process of
developing, a domestic violence policy. If you do not have such a policy, let us know if
you would like to receive a copy of the City of Bangor's policy as a reference.
III. Submission
For consideration, submit the proposal Bid Form (page 6) and all materials requested in
Section XII. Qualifications electronically or in an envelope via submission methods listed
below. The envelope or subject line must be clearly marked as "Proposal No. P26-37:
Vehicle Wash System."
Submissions must be received by 2:00 P.M. on Wednesday, March 4, 2026.

C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor,
ME 04401 (items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow
Street, Bangor, ME 04401 (proposal must be received by the deadlines).
All submissions should reference “Proposal No. P26-37: Vehicle Wash System.
Proposals will be publicly opened at the time stated above in the Paul Bunyan Room (first
floor by the side elevator), 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as
possible after the opening date. Visit www.bangormaine.gov/bids for results. The "Show
Closed/Awarded/Cancelled Bids" box must be checked to see the proposal information.
IV. Pre-Bid Meeting
The City of Bangor will host a pre-bid meeting at 2:00 PM on Wednesday, February 11.
2026 at the Bangor Fleet Maintenance, 481 Maine Avenue, Bangor, Maine. This meeting
will provide an opportunity for potential bidders to ask questions and tour the worksite.
Due to scheduling constraints, attendance at the meeting is not required but strongly
encouraged.
V. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30
PM, Friday, February 20, 2026.
The City will provide a response by 4:30 P.M. on Friday, February 27, 2026. This
response will be in the form of an addendum, accessible on the City's website.
Notifications will be sent to those who have signed up to receive notifications at
www.bangormaine.gov/bids through NotifyME. Notifications will be sent when new
addenda are released.
VI. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to
be received by the Purchasing Department before the submittal deadline. Any proposal,
portion of a proposal, or unrequested proposal revision received at the City of Bangor
Purchasing Department after the time and date specified, will be returned to the Bidder
unopened.

VII. Withdrawal of Proposals
No Proposer may withdraw their bid for a period of ninety (90) days from the date of
opening. All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the proposer shall request the withdrawal
in writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by the
Proposer.
VIII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects in
proposals, or accept a higher-cost proposal if it is deemed to be in the best interest of the
City. The City also reserves the right to request clarification of any details from the
successful Proposer. The evaluation of proposals and determination of the award will be
at the discretion of the City and its judgment shall be final and without right of recourse
by any Proposer.
IX. Information for Proposers
A. Tax Exclusion: All Federal and State taxes must be excluded from the proposal
price. Upon request, a tax exemption certificate for the City of Bangor shall be
furnished to the successful Proposer.
B. Bid Form and Requirements: The Bid Form (page 6) and all materials requested
in Section XIII. Qualifications must be completed and returned with the proposal to
be considered responsive.
C. Required Insurance: Proposers are required to maintain the following insurance
policies throughout the life of the project and name the City of Bangor as an
additional insured where applicable and may be required to provide proof:
1. Worker’s Compensation Insurance

X. Objectives
Remove the City of Bangor’s existing vehicle wash system that is approximately twenty-
years old. The City of Bangor requires a reliable vehicle wash system. The City wants the
vehicle wash system as outlined in this RFP and in pursuing this objective the City seeks
to find the most cost-effective solution with an eye toward value and reliability.

XI. Scope of Work
The company awarded this contract will be responsible for:
A. Truck wash system with recycle, two chemical arches that can accommodate an
odd-shaped fleet, city vehicles, municipal garage, snow plows, salt trucks, and
highway department vehicles.
B. Red - green entrance traffic light.
C. All drive-through arches will be fifteen feet (15’) tall minimum and twelve feet (12’)
wide minimum.
D. Two stainless steel chemical arches.
E. Spinner arch
F. Rear Wash arch.
G. Stainless steel rinse arch.
H. Under chassis spinner wash.
I. Final blower arch.
J. Recycle intake filter stainless steel.
K. Reclaim module.

XII. Warranty
Proposer must provide information on equipment and installation warranties for all
provided elements of the bid. At a minimum, this should include a one-year workmanship
warranty on all wash bay components.
XIII. Qualifications of Proposer
To be considered for award of this contract, the Proposer must provide documentation
they meet the following minimum qualifications:
A. The Proposer must be organized for the purpose of providing system design,
installation, and maintenance of a vehicle wash system.
B. The Proposer must have a proven ability to commence work within three
months of contract award.
C. The Proposer must have qualified and trained staff with sufficient back-up
personnel to complete the contract requirements. Personnel must include
experienced certified “industry standard” staff available for system design and
system implementation. Experience with government and municipalities is
preferred.
D. The Proposer must have the central office capability to supervise and monitor
the program ensuring satisfactory provision of services.
E. The successful Proposer shall provide evidence of insurance, including
workers’ compensation, liability and property damage insurance, before
commencement of work.
XIV. Award of Contract
The City will select the proposal deemed most advantageous, appropriate and beneficial to
the City. The contract will be awarded by the City to the proposer best able to provide the
services required. The evaluation of proposals and determination of the award will be at the
discretion of the City and its judgment shall be final and without right of recourse by any
Proposer.
